In the afternoon of the 17th of September, Prime Minister Pham Minh Chinh, in his concluding remarks at the 14th meeting of the National Steering Committee for important national projects and key transport infrastructure projects, shared that the third storm had caused immense loss of life and property. However, he emphasized that challenges bring out the strength and unity of the people, and the spirit of self-reliance, resilience, and mutual support that defines the nation.
Given these circumstances, the Prime Minister instructed the Ministry of Transport and local authorities to continue embracing the spirit of “overcoming sunshine and rain, and never losing to wind and storms” and to proactively respond to unfavorable weather conditions in carrying out their work.
The goals are to complete 3,000 km of expressways by 2025 and 5,000 km by 2030, as well as to finish railway projects and the Long Thanh, Tan Son Nhat, and Noi Bai airports, among others.
“The third storm has caused tremendous loss of life and property, but no matter the challenges, we must achieve the goals we have set,” the Prime Minister emphasized.
Regarding general tasks, the Prime Minister requested that ministries, sectors, and localities urgently implement key tasks to accomplish the objectives of the “500 days and nights of emulation to complete 3,000 km of expressways” movement. He also emphasized applying valuable lessons from key transport projects, with the highest sense of responsibility and the understanding that “everything is for the people, for the country’s development, and for the pride of our nation.”
The Prime Minister also assigned specific tasks to localities in preparing for investment in projects. The Ministry of Transport was instructed to continue directing investors and contractors to coordinate with localities to accelerate the progress of the North-South Expressway project for the 2021-2025 period, Bien Hoa-Vung Tau, and Hoa Lien-Tuy Loan projects, with the goal of completing them by 2025. The same applies to the second phase of the Khanh Hoa-Buon Ma Thuot project and the Ho Chi Minh Road project as planned.
The Ministry of Natural Resources and Environment was instructed to promptly guide localities on the permitted operating hours for river sand and gravel exploitation.
The Ministry of Planning and Investment was tasked with expediting procedures for appraising the pre-feasibility study report for the high-speed railway project on the North-South axis. They were also instructed to coordinate with the People’s Committee of Ho Chi Minh City to promptly finalize investment preparation procedures for the project to build the Ring Road 4 of Ho Chi Minh City in accordance with the law and submit it to the National Assembly at the 8th session of the 15th National Assembly.
