Why Did Nghe An Province Pull the Plug on the Vinh Hang Eco-Cemetery Project?

The province of Nghe An has made the decision to put an end to the nearly-500-billion-dong Eco-Cemetery Park Project, following numerous adjustments to the planning.

Recently, the People’s Committee of Nghe An province issued Notification No. 7887/UBND-TD regarding the resolution of petitions related to the Vinh Hang Ecological Cemetery Park Project (abbreviated as Vinh Hang Cemetery).

At the regular provincial meeting with citizens in June 2024, several households residing in Phuc Dien, Thuong Khe, and Dai Hue villages (Hung Tay commune) petitioned the provincial People’s Committee to cancel this project.

Since 2021, residents near the project have raised concerns and made proposals regarding their rights related to land clearance, the distance from the project to the residential area not meeting regulations, and worries about water and wind environmental issues in the surrounding area.

Over time, the Nghe An Provincial People’s Committee has organized many dialogues and resolved citizens’ petitions, but has not yet received consensus for project implementation.

In October 2023, Mr. Nguyen Duc Trung, Chairman of the Provincial People’s Committee, assigned the Provincial Inspectorate to take the lead and establish an interdisciplinary working group to inspect and review the contents of the citizens’ disagreement and advise on handling in accordance with legal regulations.

The inspection showed that some legal documents of the project were issued without ensuring procedures and had some contents that were not in accordance with the provisions of the law. The legal basis for allowing Phuc Lac Vien Company – Nghe An Universe Crematorium to inherit the previous project’s legal procedures is not in compliance with investment laws.

Some citizens’ petitions have not been fully and thoroughly resolved, such as consulting the opinions of households living and using land in the project during the process of making and adjusting the planning. Therefore, the People’s Committee of Nghe An province decided to revoke the previous legal documents of the project.

In the coming time, Nghe An province will direct the departments, branches, and localities to implement the planning of the Cemetery Park in Hung Nguyen and Nghia Dan districts.

Previously, the project was approved for investment in 2017 with a total investment of over VND 465 billion and has undergone four approvals for adjusted detailed planning.

The project is located in Hung Tay commune, Hung Nguyen district, with Nghe An Phuc Lac Vien Universe Crematorium Joint Stock Company as the investor.

The project site area is 78.47 ha, divided into 2 zones. The total burial need is 47,500 graves; of which cremation accounts for 3-5%, burial accounts for 70-80%, and relocation and collection account for 10-15%.
