On September 18, at the third quarterly press briefing of Ca Mau province, Mr. Tang Vu Em – Vice Chairman of the People’s Committee of Ca Mau city (Ca Mau) – affirmed that the city had agreed to allow Mr. Ho An Tap (owner of the
most beautiful villa in Ca Mau
) to change the land use purpose in accordance with the land use plan.
This decision was made on September 17.

Mr. Tang Vu Em, Vice Chairman of the People’s Committee of Ca Mau city, provided information on the handling process of the villa, which was partially built without a permit on agricultural land.

contacted the Ca Mau City Land Registration Office to submit documents and request a change in land use purpose from aquaculture to residential. The area to be converted is over 2,100 square meters (a reduction of about 100 square meters from the previous measurement) – this is the portion of land on which Mr. Tap built the villa in violation of regulations and which must be converted to avoid demolition.
This change of decision by Ca Mau city was made just one month after the same agency issued a decision to forcibly demolish a portion of the illegally built villa.
Specifically,
on August 20, the Chairman of the Ca Mau City People’s Committee issued a decision to forcibly demolish a portion of the villa built on agricultural land. As the deadline had passed for the owner to change the land use purpose from aquaculture to residential in order to legalize the violating structure, and Mr. Tap had not complied, a decision was made to give him 15 days to self-demolish the violating portion. After this period, the authorities would enforce the demolition according to regulations.

, which was partially built without a permit on agricultural land. In late 2022, when the villa was almost complete, Mr. Ho An Tap filmed and livestreamed the building on social media, claiming it to be the
“most beautiful building in Ca Mau.”
The People’s Committee of Ca Mau city then inspected the building and discovered that it was partially built without a permit on agricultural land designated for aquaculture. They fined the owner VND 22.5 million and ordered the restoration of the land to its original state (demolition of the villa).
However, the People’s Committee of Ca Mau city later issued another decision, allowing the villa to remain standing on the condition that the agricultural and aquaculture land be converted to residential land.
Over the past two years, the People’s Committee of Ca Mau city has made several decisions regarding the handling of violations by the owner of the villa. Up to now, the violating villa still stands. In late August, the People’s Committee of Ca Mau province even held a separate meeting with provincial leaders, departments, and Ca Mau city authorities to discuss the handling process of the villa’s construction violations.
According to the owner’s calculations, if the land use purpose of the violating portion (over 2,000 square meters) is changed from agricultural and aquaculture to residential, he will have to pay more than VND 10 billion to the state budget.
