The Crumbling Tenements of Hue: A Tale of Resilience and Hope

The rainy season is approaching, and the relocation of residents from the Đống Đa apartment building to facilitate the construction of a new apartment complex is proving challenging.

The Dong Da Apartment Building in Hue City, Vietnam, was initially utilized and occupied from 1979 to 1980. Fast forward to the present day, and the building has fallen into a state of disrepair, with outdated and low-quality functionality. The current residents are facing unsafe living conditions and are at risk.

Recognizing the need for change, the authorities of Thua Thien-Hue Province have proposed a project to redevelop and reconstruct the Dong Da Apartment Building. This initiative aims to create a modern and safe living environment for the residents.

However, the project has encountered challenges as many residents have not agreed to the proposed changes for various reasons. This disagreement has created a roadblock to the successful implementation of the redevelopment plan.

As observed by VTC News reporters, numerous families continue to reside in the Dong Da Apartment Building, reluctant to relocate. This situation persists despite the impending rainy season, which could exacerbate the safety risks associated with the building’s deterioration.

In Block A of the Dong Da Apartment Building, nearly 30 households persist in occupying the dilapidated apartments. The surroundings are characterized by a desolate and untidy atmosphere, with garbage strewn about, as the rainy season in Hue approaches.

One of the residents, Ms. Nguyen Thi Moi, who has not yet agreed to relocate, shared that she is awaiting satisfactory responses to her petitions. While acknowledging the general support for constructing a modern and civilized apartment building, Ms. Moi highlighted the shared concern among the remaining residents about temporary housing during the project’s implementation.

“My current apartment is on the first floor and measures 24 square meters. However, the investor has informed me that once the project is completed, I will have to move from the first floor to the fourth floor and will be allocated a 22-square-meter kiosk for business. Taking into account the kiosk area, I will be left with only 2 square meters of residential space. Furthermore, I will have to pay an additional 1 billion VND to occupy the new space, which is unaffordable,” shared Ms. Moi.

In addition to the concerns about temporary housing, the current apartments in the Dong Da building also fall short of ensuring fire safety. This issue further underscores the urgency of finding a viable solution.

The electrical system in the building is outdated and poses a fire hazard. Furthermore, the fire protection systems do not comply with current regulations, raising serious safety concerns.

Many apartments in the Dong Da building also suffer from leaks, forcing residents to use plastic sheets to prevent water from dripping onto the floor during rainfall. This is a clear indication of the urgent need for renovation and improvement.

Mr. Nguyen Ba Vuong, Vice Chairman of Phu Nhuan Ward, Hue City, acknowledged that the project to redevelop and reconstruct Blocks A, B, and C of the Dong Da Apartment Building is currently behind schedule. Expediting the demolition and reconstruction of the apartment building is crucial not only for ensuring the safety and well-being of the residents during the rainy season but also for improving the aesthetics of the urban area.

Mr. Nguyen Anh Quan, the investor of the Dong Da Apartment Building redevelopment project, stated that the Hue Land Development Center will organize a final round of dialogue and persuasion with the remaining households in September 2024. Additionally, they will formulate a plan for forced eviction for those who refuse to hand over the land for the project’s implementation.

According to Mr. Quan, the decision to resort to forced eviction is a decisive action taken by the authorities due to the dilapidated and unsafe state of the Dong Da Apartment Building. With the rainy season approaching, there is a heightened risk of collapse or other dangerous incidents occurring in the building.

According to the Department of Construction of Thua Thien-Hue Province, the Dong Da Apartment Building comprises five blocks (Blocks A, B, C, D, and E), ranging from 2 to 5 stories, with a total floor area of 7,971 square meters. The blocks were constructed and occupied from 1979 to 1988 and are classified as Grade 3 structures. Block A, located on Dong Da Street at the Hung Vuong roundabout, is considered the most valuable location in Hue City. However, it is currently in a state of disrepair, with moss covering the exterior and the rear of the building showing extensive peeling and vegetation overgrowth.
