To create a vibrant emulation atmosphere and effectively carry out the emulation movement “Promoting the development of synchronous and modern infrastructure; practicing economy and combating waste”, on August 18, 2024, in Dak Lak province, the Prime Minister, Chairman of the Central Emulation and Reward Council, launched a peak emulation movement for “500 days and nights to complete 3,000 km of expressways” (the Emulation Movement).
The goal is to “complete 3,000 km of expressways by December 31, 2025”
To ensure the comprehensive success of the Emulation Movement, the Prime Minister issued a plan with the aim of mobilizing the strength of the entire political system, agencies, organizations, and individuals involved in the construction of relevant projects and components. The plan focuses on intensifying efforts to achieve the goal of “completing 3,000 km of expressways by December 31, 2025,” as per the resolution of the 13th National Congress of the Communist Party of Vietnam.
At the same time, it aims to raise awareness, responsibility, and action among all levels, sectors, and the entire society in implementing targets, tasks, and solutions for the development of road infrastructure.
Five emulation contents
To successfully implement the resolution of the 13th National Congress of the Communist Party of Vietnam regarding the development of expressways, ministries, branches, the Vietnam Fatherland Front Central Committee, socio-political organizations, socio-professional organizations, social organizations, and provinces and centrally-run cities (ministries, branches, and localities) will carry out the following five emulation contents:
1- Emulate creative labor, ensuring the progress, quality, and completion of expressway projects and works in the provinces and cities as directed by the State Steering Committee for important national projects, key projects of the transport sector, the Government, and the Prime Minister.
2- Emulate construction and consulting supervision to ensure quality, technical and artistic standards, environmental sanitation, labor safety, and create a beautiful landscape for the project after completion; coordinate with local authorities to remove difficulties and obstacles related to construction materials and site clearance.
3- Emulate administrative procedure reform, ensuring convenience and reducing hassle and costs for investors; transparency in information disclosure to enable competent authorities and people from all walks of life to supervise the implementation of ministries, branches, and localities; and effectively prevent corruption and waste in project implementation.
4- Emulate the research and application of science and technology, information technology, and modern management methods in the design, construction, operation, and management of expressway projects to improve labor productivity, shorten construction time, save resources and manpower, and use materials that are environmentally friendly and safe.
5- Emulate propaganda and mobilize people’s consensus and active participation in land clearance for expressway infrastructure projects in their residential areas.
The peak emulation movement will be implemented from August 2024, with an interim review in December 2024 and a final review at the end of 2025.
Reward collectives and individuals with initiatives and ideas to accelerate project progress and improve quality
The Deputy Prime Minister requested that heads of agencies and units participating in the Emulation Movement must promote a sense of responsibility and the role of leaders in directing and organizing the implementation of construction at the worksites, ensuring progress, quality, labor safety, fire and explosion prevention, and environmental protection.
For investors, contractors, and consulting supervisors, it is necessary to assign and arrange personnel to inspect, urge, and grasp the situation; promptly handle and remove difficulties and obstacles during the implementation process; and fully implement policies for officials, public employees, and workers of their units participating in the emulation movement, especially those directly working at the construction sites.
It is important to promptly discover, encourage, commend, and reward outstanding collectives and individuals in the Emulation Movement. The focus should be on rewarding collectives, individuals, officials, public employees, entrepreneurs, engineers, workers, and people who have valuable initiatives, ideas, and solutions to accelerate progress, improve quality, and save costs in the implementation of expressway construction projects.
“Sprint to Success: 3,000 km of Expressway in 500 Days”
Vice Prime Minister Nguyen Hoa Binh signed Decision No. 1008/QD-TTg on September 19, 2024, to launch a special campaign, “500 Days and Nights to Build 3,000 Kilometers of Expressways.”
The Government Tasks Ministries to Achieve 3,000 km of Expressway
Deputy Prime Minister Tran Hong Ha has signed Document No. 673/TTg-CN, dated September 5, 2024, urging relevant ministries, sectors, and localities to focus on key tasks to strive for completing 3,000 kilometers of expressways by the end of 2025, in response to the emulation movement launched by the Prime Minister.
