Vietnam’s strategy for developing its semiconductor industry from now until 2030, with a vision towards 2050, can be summed up by the following formula:

T: Talent (Talent, Human Resources)

Developing the Semiconductor Industry Towards 2050 in 3 Phases

Vietnam aims to develop its semiconductor industry towards 2050 in three distinct phases:

Phase 1 (2024 – 2030): Leverage geopolitical advantages and existing human resources in the semiconductor industry. Attract selective FDI, and develop into one of the global centers for semiconductor human resources. Form basic capabilities in all stages of the semiconductor industry, from research to design, manufacturing, packaging, and testing.

Phase 2 (2030 – 2040): Become one of the global centers for the semiconductor and electronics industries. Develop the semiconductor and electronics industries by combining self-reliance and FDI.

Phase 3 (2040 – 2050): Emerge as a leading country in the world for the semiconductor and electronics industries. Achieve mastery in research and development in the fields of semiconductors and electronics.

By 2040, Vietnam’s Semiconductor Industry Aims for Over 100,000 Engineers and Bachelors

The development of Vietnam’s semiconductor industry is planned across three phases, with specific goals for each:

Phase 1 (2024 – 2030):

Attract selective FDI, form at least 100 design enterprises, 1 small-scale chip fabrication plant, and 10 packaging and testing facilities for semiconductor products. Develop specialized semiconductor products for specific industries.

Target revenue for Vietnam’s semiconductor industry: over $25 billion/year, with a value addition of 10-15% in Vietnam. Target revenue for Vietnam’s electronics industry: over $225 billion/year, with a value addition of 10-15% in Vietnam.

Target human resources for Vietnam’s semiconductor industry: over 50,000 engineers and bachelors with relevant qualifications, ensuring a sufficient supply for industry needs.

Phase 2 (2030 – 2040):

Develop the semiconductor industry by combining self-reliance and FDI, forming at least 200 design enterprises, 2 chip fabrication plants, and 15 packaging and testing facilities for semiconductor products. Gradually achieve technological self-sufficiency in the design and manufacturing of specialized semiconductor products.

Target revenue for Vietnam’s semiconductor industry: over $50 billion/year, with a value addition of 15-20% in Vietnam. Target revenue for Vietnam’s electronics industry: over $485 billion/year, with a value addition of 15-20% in Vietnam.

Target human resources for Vietnam’s semiconductor industry: over 100,000 engineers and bachelors with relevant qualifications, ensuring a sufficient supply for industry needs.

Phase 3 (2040 – 2050):

Form at least 300 design enterprises, 3 chip fabrication plants, and 20 packaging and testing facilities for semiconductor products. Achieve mastery in research and development in the semiconductor field.

Target revenue for Vietnam’s semiconductor industry: over $100 billion/year, with a value addition of 20-25% in Vietnam. Target revenue for Vietnam’s electronics industry: over $1,045 billion/year, with a value addition of 20-25% in Vietnam.

Human resources for Vietnam’s semiconductor industry: ensure a sufficient supply of engineers and bachelors with relevant qualifications to meet industry demands.

Complete the ecosystem for Vietnam’s semiconductor industry, achieving self-sufficiency and leadership in certain stages and segments of the production chain.
