On the Draft Report Summarizing Several Issues in Theory and Reality Regarding the 40-Year Renovation towards Socialism in Vietnam
The Central Executive Committee considers this a very important report, contributing to the completion of the Partyโs theory on renovation and national development over the past 40 years. From there, it will proceed to build directions, views, goals, and solutions for the next period.
The Central Committee has contributed many ideas to continue improving the Draft Report, focusing on researching and contributing many ideas to evaluate the development of the Partyโs theoretical awareness in 6 fields: National independence and socialism, continue to uphold the flag of ideology and theory of โnational independence linked to socialismโ; on socialism and the path to socialism; on creativity and theoretical breakthroughs in developing a socialist-oriented market economy; on culture, society, and humans; on national defense, security, and foreign affairs; and on Party building and a clean and strong political system.
On the Draft Report Summarizing the Party Building Work and the Implementation of the Party Charter to be Presented at the 14th Congress of the Party
The Central Executive Committee concluded that the Party Charter has been implemented for 3 terms, and its current contents are suitable for reality.
The Central Committee agreed on the policy of not supplementing or amending the Party Charter at the 14th Congress. Based on the summary of the implementation of the Party Charter, the Central Committee proposed that the 14th Congress assign the 14th term Central Executive Committee to direct the competent agencies to continue deploying research and summarizing the implementation of the Party Charter from the beginning of the term to report to the competent authority for consideration and propose to supplement and amend the Party Charter at an appropriate time.
On the Draft Report on the 5-Year Implementation of the 10-Year 2021-2030 Socio-Economic Development Strategy and the Socio-Economic Development Orientation and Tasks for the 2026-2030 Period
Along with many achievements, the Central Committee frankly pointed out: The economic growth rate has not reached the set target; restructuring the economy in association with changing the growth model is slow; the foundation for industrialization and modernization is not yet solid.
Also, according to the Central Committeeโs assessment, the quality of human resources is limited; science, technology, and innovation have not really been an important driving force for changing the growth model; the effectiveness of leadership and management of the economy and society is not high in some aspectsโฆ
The Central Executive Committee approved the basic contents of the draft documents to be presented at the 14th Congress (mentioned above); assigning the Politburo to direct the sub-committees to complete the draft documents to get opinions from party congresses at all levels towards the 14th Congress of the Party.
On the Report Summarizing the Implementation of the Election Regulations in the Party issued together with Decision No. 244-QD/TW, dated June 09, 2014, of the 11th term Central Executive Committee of the Party and the Draft Amendment and Supplement to the Election Regulations in the Party
The Central Committee evaluated that, basically, most of the contents of the Election Regulations in the Party are still suitable for the current reality. Based on the summary of the implementation, the Central Executive Committee agreed to supplement and amend some contents to make them clearer, ensure tightness and specificity, and have a more reasonable structure to meet practical requirements.
The Central Executive Committee assigned the Politburo to base on the opinions discussed by the Central Committee, the Report on reception and explanation of the Politburo to direct the completion, approval, and issuance of the implementation.

On the Draft Summarizing the Personnel Work of the 13th term Party Central Committee and the Orientation of the Personnel Work of the 14th term Party Central Committee; Introduction to the Planning of the 14th term Politburo, Secretariat, term 2026-2031; supplementing the planning of the 14th term Party Central Committee, term 2026-2031
The Central Executive Committee agreed to assess that, in the context of many favorable conditions, difficulties, and challenges, the 13th Congress of the Party has elected the 13th term Party Central Committee, Politburo, and Secretariat, basically ensuring quality, quantity, and structure. reasonably in accordance with the Personnel Work Orientation of the 13th Congress of the Party.
The Central Committee emphasized that the personnel work of the 14th term Party Central Committee is a very important task; is the โkeyโ of the โkeyโ, which determines the realization of the Partyโs guidelines and policies to bring the country into a new era.

On the Draft Report Evaluating the Implementation of the Socio-Economic Development Plan in 2024, the Expected Socio-Economic Development Plan in 2025; Report on the Evaluation of the Implementation of the State Budget in 2024, the State Budget Estimate in 2025; 3-year National Financial-Budgetary Plan for 2025-2027
The Central Executive Committee recognized the Governmentโs efforts in organizing the implementation of the set goals and tasks in the context of the international and domestic situation with many difficulties and challenges.
Along with discussing, analyzing, and pointing out limitations and bottlenecks, the Central Committee focused on discussing and giving opinions on breakthrough solutions that need to be implemented in 2025, striving to complete the expected difficult-to-achieve targets and achieve higher results for the expected targets to achieve the 2021-2025 plan, as a basis for creating momentum for the new term.
The Central Executive Committee assigned the Politburo to direct the completion and issuance of the Conclusion; directing the Party Caucus of the Government to complete the reports, submitting them to the 8th session of the 15th National Assembly for consideration and decision.
On the Policy of Investing in the Entire North-South High-Speed Railway Project
The Central Executive Committee emphasizes the necessity of early investment in the Project to enhance regional connectivity, growth poles, create spillover effects, and open up new economic development space; ensure transport demand on the North-South corridor, the countryโs largest transport corridor.
The Central Committee agreed on the policy of investing in the entire North-South high-speed railway project (350km/h) and assigned the Party Caucus of the Government and the Party Delegation of the National Assembly to direct the relevant agencies to urgently complete the dossier to submit to the 8th session of the 15th National Assembly for consideration and decision on the policy, a number of mechanisms and policies to mobilize resources and investment procedures for the Project.
The Central Executive Committee also agreed on the policy of establishing Hue city under the Central Government, and assigned the Party Caucus of the Government to coordinate with the Party Delegation of the National Assembly to direct relevant agencies and localities to complete the Proposal to submit to the 15th National Assembly for consideration and decision at the 8th session.
At the Conference, the Central Committee elected 2 additional members of the Inspection Commission of the Central Committee, term XIII, including: Mr. Ha Quoc Tri, Deputy Secretary of the Provincial Party Committee, Head of the Delegation of National Assembly deputies of Khanh Hoa province, term XV, and Mr. Dinh Van Cuong, Head of Locality I, Inspection Committee of the Central Committee.
