In his concluding remarks, Prime Minister Pham Minh Chinh agreed with the report presented by the Ministry of Planning and Investment and the heartfelt suggestions offered by the delegates. He instructed the Government Office to collaborate with the Ministry of Planning and Investment to thoroughly consider and incorporate the valuable inputs and promptly finalize and issue the conference’s outcome in the form of a conclusion notice from the Prime Minister. This notice will embody the spirit of addressing challenges, removing obstacles, and creating conducive conditions for the private sector and businesses to thrive and contribute further to the nation’s development.
The Prime Minister emphasized the Government’s unwavering commitment to standing alongside businesses, protecting their legitimate rights and interests, and refraining from criminalizing economic relations under any circumstances. He pledged to eliminate bureaucratic red tape, abolish unnecessary permits, and foster a supportive environment that alleviates burdensome compliance costs for enterprises. The Government is dedicated to listening to and sharing the challenges faced by businesses, working hand in hand to overcome difficulties, especially in refining institutions and regulations to facilitate lawful business operations. Businesses can rest assured and focus on their production and expansion, knowing that their contributions are valued and protected.

During the conference, the Prime Minister suggested that enterprises embrace six pioneering roles:
First, take the lead in promoting the application of science and technology, innovation, and a focus on traditional and new growth drivers, as well as climate change responses.
Second, be pioneers in participating in global value chains, production chains, and supply chains, thereby contributing to the development of both enterprise and national brands.
Third, spearhead the creation of employment and livelihood opportunities for the people, ensuring social security and leaving no one behind.
Fourth, take the initiative in developing infrastructure, especially digital infrastructure, transportation infrastructure, cultural infrastructure, and green and resilient infrastructure in response to climate change.
Fifth, play a leading role in fostering high-quality human resources, reforming administrative procedures, and enhancing smart governance, thus improving the business environment.
Sixth, be trailblazers in fostering unity, mutual support, and collaboration among businesses, embracing a spirit of “working together, benefiting together, winning together, and growing together” for the advancement of both enterprises and the nation.
The Prime Minister instructed ministries and sectors to approach their tasks with high determination, great effort, and resolute action to address the challenges and obstacles faced by businesses. He emphasized the importance of clear assignments, timelines, and accountability, ensuring tangible outcomes and results that can be measured and evaluated.
In addition to this conference, the Prime Minister directed the ministries to organize specialized conferences with businesses in various fields, such as natural resources and the environment, transportation, taxation, and investment. He underscored the importance of delivering on commitments and translating discussions into concrete actions and measurable outcomes.
