On the morning of September 22, Prime Minister Pham Minh Chinh inspected the progress and motivated engineers and workers at the construction site of the Capital Region’s Ring Road 4 project in Bac Ninh province, Thuân Thà nh town.

The Prime Minister requested a focus on completing land clearance, allowing for “construction to proceed as soon as land is cleared.” Units are actively relocating technical works such as power transmission towers, ensuring the supply of materials and equipment.
The Prime Minister emphasized his encouragement of local businesses to participate in the project but under the responsibility of a main contractor. He proposed that contractors mobilize machinery and manpower to work in three shifts, with four teams, taking short breaks for meals and working through holidays. Local authorities are to mobilize the army, police, youth, women’s unions, former soldiers, trade unions, and the people to join the project management board and contractors.
The Prime Minister requested further shortening of the timeline, setting a deadline of December 31, 2025, for the completion of the project’s section in Bac Ninh province. He highlighted that the early completion of the project will open up new development space, benefiting the people and businesses of Bac Ninh. Therefore, leadership and management must be “clear in terms of people, tasks, responsibilities, timelines, efficiency, and outcomes.”
The Ring Road 4 project of the Capital Region is a group of important national projects, passing through Hanoi, Hung Yen, and Bac Ninh, connecting the Hanoi-Lao Cai Expressway and Noi Bai-Ha Long. The project is 112.8 km long, with a total investment of VND 85,800 billion. It commenced in June 2023, aiming for basic completion in 2026 and operation by 2027. The section in Bac Ninh includes 25.6 km of Ring Road 4 and 9.7 km of the connection road between Ring Road 4 and Noi Bai-Ha Long Expressway, with a total investment of VND 5,270 billion.
According to the National Assembly’s resolution, Bac Ninh is responsible for two component projects, including compensation, support, and resettlement in the province’s area and the construction of the parallel road in Bac Ninh. So far, the province has handed over 364/374 hectares, accounting for 97.2% of the total land area to the investor, with the remaining 2.8% expected to be handed over by the end of November 2024.
Bac Ninh aims to substantially complete the project in 2025 (for sections with land handed over in 2023) and the remaining items in 2026, striving to finish entirely by April 2026, seven months ahead of schedule. However, the most significant challenge currently is the supply of sand and fill dirt, as Bac Ninh does not have material sources and cannot be proactive. The province has established an inter-sectoral working group to coordinate with neighboring provinces like Bac Giang, Lang Son, and Phu Tho to access these resources.
Earlier, at the 14th meeting on September 17 of the State Steering Committee for important national projects and key transport projects, the Prime Minister requested that provinces with low construction volumes in expressway projects, including Bac Ninh, review their entire implementation plan.
The provinces were instructed to focus on resolving issues related to construction materials and directing contractors to expedite construction in areas with available land and items unaffected by material sources. They were also asked to review the capacity of the contractors to take timely action as per regulations if there are delays in progress.
