A New Economic Vision: Prime Minister Pham Minh Chinh at the Forefront of HCMC’s 5th Economic Forum

On the morning of September 25, the Ho Chi Minh City Economic Forum 2024 (HEF 2024), with the theme “Industrial Transformation: New Driving Force for Sustainable Development of Ho Chi Minh City,” officially commenced. Prime Minister Pham Minh Chinh, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen, and Chairman of the Ho Chi Minh City People’s Committee Phan Van Mai, along with other leaders from various ministries, sectors, and foreign delegates, attended this significant event.

LEARNING FROM INTERNATIONAL EXPERIENCES

In his opening remarks, Secretary Nguyen Van Nen highlighted the presence of the Prime Minister, who also chairs the Southeastern Region Council and the Steering Committee for the implementation of Resolution 98 on experimental mechanisms and special policies for Ho Chi Minh City.

“This strong message demonstrates our determination to overcome obstacles and propel the country’s economic engine forward in the coming period,” emphasized the Secretary.

“To achieve the strategic tasks and goals, Ho Chi Minh City has chosen comprehensive green transformation as its central task, with industrial transformation as the driving force, digital transformation as the breakthrough, and cooperative development as an essential and inevitable mission.”

As a dynamic and innovative center for economics, finance, trade, culture, education, science, and technology, Ho Chi Minh City has significantly contributed to the country’s overall achievements. The city now faces the urgent task of enhancing the quality and standard of living for its residents, striving to build a civilized, modern, and compassionate city.

Mr. Nen mentioned Resolution 31, which assigns Ho Chi Minh City the mission of becoming an industrially oriented modern city by 2030 and a city with a highly developed industry by 2045, on par with other economies in the region and aspiring to a global reach, accompanied by specific key indicators.

At this forum, the City’s authorities pledged to listen to and consider the opinions, experiences, and constructive suggestions of both domestic and international delegates. They also committed to taking action in specific fields and during short, medium, and long-term periods.

“We will seriously consider and effectively implement the direct guidance of the Prime Minister during the activities at this forum,” affirmed the Secretary of the Ho Chi Minh City Party Committee.

Commenting on this year’s theme, HEF’s Vice President, Pham Binh An, noted its high level of integration, practicality, alignment with global trends, and the country’s orientation.

Mr. An explained that industrial transformation involves fundamental changes in industries driven by technological advancements and business model innovations, aiming for sustainable development and enhanced competitiveness.

“This is considered an urgent need for Ho Chi Minh City to improve the competitiveness of its products, industries, and businesses, fostering sustainable development with a focus on emission reduction and environmental friendliness,” said the Vice President of the Ho Chi Minh City Institute for Development.

Additionally, it aims to enhance connectivity, meet new integration requirements, and comply with international market standards, elevating Ho Chi Minh City’s position and redefining its role in the economic relationship with the Southeast region and the country.

BREAKTHROUGH STRATEGIES FOR HO CHI MINH CITY

During the plenary session of HEF 2024, delegates presented reports on the following main themes: dominant trends in global industrial transformation; the ecosystem of governance and policies driving industrial transformation; the city’s industrial transformation strategy in the context of regional, international connectivity, and new technological trends; the role of the Fourth Industrial Revolution Center (C4IR) in Ho Chi Minh City in relation to industrial transformation; China’s experience in industrial transformation; and the potential for cooperation between Vietnam and the United States in industrial transformation for green and sustainable growth.

Notably, a policy dialogue with the Prime Minister took place on the afternoon of September 25. It included a speech by Prime Minister Pham Minh Chinh and a Q&A session with ministries, sectors, and localities. This session provided an opportunity for localities and businesses to engage in in-depth discussions with the Prime Minister and central ministries about the reality, solutions, and strategic aspects of applying the industrial transformation model in the city, along with national strategic issues. It also allowed them to propose models, solutions, and policies at the macro level to the Government.

Earlier, on September 24, within the framework of the Ho Chi Minh City Economic Forum (HEF), the Ho Chi Minh City Friendship Dialogue 2024 (FD), themed “Industrial Transformation: Development Experience and Cooperation Priorities,” was inaugurated with the participation of city leaders and governors, provincial governors, deputy provincial governors, and deputy ministers from international localities, ministries, and sectors from China, Russia, the United States, Japan, South Korea, Germany, Italy, Australia, and India.

At FD 2024, representatives of international localities and sectors shared their experiences in industrial transformation with Ho Chi Minh City. According to Ms. Nadzeya Lazarevich, First Deputy Chairman of the Minsk City Executive Committee, Belarus, the city of Minsk’s investment in a high-tech park has led to the emergence of high-tech and breakthrough technology enterprises. Minsk has been developing this high-tech park since 2011, and it continues to thrive.

“The development of the high-tech park is an important element in the innovation system, a mechanism for interaction between science and economic practice, and it plays a crucial role in industrial transformation, investment attraction, and cooperative development,” shared Ms. Nadzeya Lazarevich.

Meanwhile, Mr. Kim Young-hwan, Governor of Chungcheongbuk Province, South Korea, emphasized that despite being a small province with a small population, Chungcheongbuk leads South Korea in innovation and advanced technology. He attributed this success to the province’s policies of investing in leading technology and attracting human resources by supporting businesses in salary payments and healthcare for employees.

The 5th HEF, held from September 24 to 27, featured a series of events related to industrial transformation. Another significant event within the framework of HEF 2024 was the inauguration of the Fourth Industrial Revolution Center (C4IR) in Ho Chi Minh City. This center serves as a hub for cooperation, policy research, technology transfer and adoption, and funding reception, providing support not only to Ho Chi Minh City enterprises but also to businesses in the region and the country.
