“Planning for Prosperity: How Strategic Urban Development Attracts Premier Projects and Investors”

On September 22, Prime Minister Pham Minh Chinh attended the Conference on Announcing the Planning and Investment Promotion of Bac Ninh Province. According to the Prime Minister, planning plays a leading role in guiding sustainable development. Good planning attracts quality projects and investors, ultimately resulting in successful outcomes.

The planning for Bac Ninh province for the period of 2021-2030, with a vision towards 2050, has been approved by the Prime Minister of Vietnam. This plan for Bac Ninh province is built upon the foundation of its historical traditions, cultural heritage, and the innovative and aspirational spirit of its people. By maximizing its unique potential, prominent advantages, and geo-economic strengths, the aim is to develop a modern, smart, and prosperous Bac Ninh city.

Bac Ninh province is undergoing a comprehensive digital transformation, embracing green, circular, and digital economic models to enhance productivity, quality, and growth efficiency. This approach aims to overcome spatial development limitations. The province is committed to holistic, comprehensive, and harmonious development, balancing economic growth with cultural preservation, social progress, and environmental protection, while adapting to climate change and improving people’s lives.

At the conference, Prime Minister Pham Minh Chinh commended Bac Ninh province for inaugurating the Kenh Vang Bridge project and social housing initiatives. He emphasized that such events provide an opportunity for businesses to dialogue with the province. Leaders of central agencies offered insights to help Bac Ninh attract better investments. Infrastructure, social welfare, healthcare, and a skilled workforce are key factors that investors consider when choosing a location, as they contribute to reducing costs and enhancing the competitiveness of goods.

According to the Prime Minister, planning plays a pivotal role in guiding sustainable development. Good planning involves innovative thinking, a scientific approach, and a forward-looking perspective. It should build upon previous plans, as quality planning attracts quality projects and investors, ultimately leading to successful outcomes. Development should not come at the expense of social welfare; instead, it must be stable, sustainable, and people-centric. The planning for Bac Ninh province showcases innovation and creativity, harnessing the power of its people as a driving force.

In the planning process, Bac Ninh must identify its unique potential, such as its cultural traditions and young population, while also recognizing challenges and weaknesses, including environmental concerns and the need for a highly skilled workforce. The province’s plan emphasizes the development of a digital and green economy.

The Prime Minister suggested that Bac Ninh province unlock all social resources for development, investing in its people and regional connectivity. Emphasis should be placed on social housing. Bac Ninh has identified infrastructure, digital infrastructure, and cultural development as key areas for breakthrough, alongside the advancement of high technology. Central agencies will continue to support Bac Ninh in implementing this plan.

According to the Government leader, Bac Ninh must maintain its energy and momentum in attracting investments. The province should approach investors with humility, listening to and sharing their concerns. Bac Ninh is a pioneer in deploying new growth drivers, such as the digital, green, and circular economies. By unleashing its potential and remaining true to its strengths, Bac Ninh is determined to achieve prosperity.

According to the Bac Ninh Provincial Planning and Investment Department, from the beginning of the year until now, the province has granted licenses to 330 new projects with a total registered investment of over 1.5 billion USD. They have also adjusted capital for 135 projects, with an increased capital amount of over 1.6 billion USD. As of now, the province has granted investment registration certificates to more than 2,400 valid projects, with a total registered investment capital after adjustment and capital contribution, purchase, and purchase of shares reaching over 28.2 billion USD.

During the conference, Bac Ninh province signed memorandums of understanding, investment cooperation contracts, and handed over investment registration certificates to numerous projects, totaling approximately 5.5 billion USD in investment capital. This includes 3 large-scale projects with a total investment of over 3 billion USD. Specifically, Samsung Display Co., Ltd. will invest 1.8 billion USD in a project to manufacture screens and electronic components in Yen Phong Industrial Park. Another project is the construction of the Hong Hac – Xuan Lam eco-urban area in Thuan Thanh town, with a total investment of 1.06 billion USD. Additionally, Amkor Technology Vietnam Co., Ltd. will increase its investment by 1.07 billion USD in a project to manufacture, assemble, and test semiconductor materials and equipment.
