On September 21, the Ca Mau Provincial Department of Natural Resources and Environment announced that the province has determined the land price for collecting land use fees and land rental fees for the Thanh Phu Residential Area project (in Ly Van Lam Ward, Ca Mau City) developed by Thien Tan JSC, following the inspection conclusions of the Government Inspectorate.

According to the Ca Mau Department of Natural Resources and Environment, in March 2019, the Ca Mau Provincial People’s Committee issued a decision approving the investment policy for the Thanh Phu Residential Area project, and in May 2020, it decided to allocate and lease land to Thien Tan JSC with an area of over 9.5 hectares.

In December 2022, the Ca Mau Provincial People’s Committee issued a decision approving land prices for calculating land use fees and land rental fees for the Thanh Phu Residential Area project.

The Ca Mau Department of Natural Resources and Environment also announced that the land use fee and land rental fee for an area of over 4 hectares (out of the total project area of over 9.5 hectares) is over VND 71 billion. Of this amount, Thien Tan JSC was allowed to deduct over VND 19 billion in site clearance compensation, and the remaining amount to be paid by the company is over VND 52 billion. Currently, Thien Tan JSC has paid over VND 35 billion and owes over VND 16 billion, with a late payment fee of over VND 1.7 billion.

In February 2023, the Government Inspectorate concluded its inspection and verification and proposed handling directions regarding the reflections and proposals of the retired officials of Ca Mau province on the transfer of the “golden land” plot of the Ca Mau Housing Development and Investment Joint Stock Company (Cahatraco).

Many retired officials of Ca Mau province reflected that the transfer of the “golden land” plot by Thien Tan JSC from Cahatraco did not go through an auction, and the money has not been collected up to now; although the land has been allocated for many years, the housing project has not been implemented.

According to the inspection and verification of the Government Inspectorate, at the time of the transfer, Cahatraco did not obtain the opinion of the State owner of the capital, violating the regulations. In addition, the transfer did not re-determine the land value at the time of transfer and did not organize an auction, violating the regulations in the financial management regime of Cahatraco.

Notably, the value according to the transfer contract compared with the value calculated according to the land price adjustment coefficient method issued by the Ca Mau Provincial People’s Committee, with an area of over 13,500 square meters, has a difference of over VND 11 billion.

Therefore, according to the Government Inspectorate, the case needs to be transferred to the investigative agency for investigation and handling according to regulations. The Government Inspectorate also proposed that the Chairman of the Ca Mau Provincial People’s Committee urgently determine the specific land price to collect land use fees and land rental fees for the Thanh Phu Residential Area project in accordance with regulations.
