During the Conference, Bac Ninh Province granted investment registration certificates, investment policy decisions, and memoranda of understanding to various projects and partners. Notably, Samsung Group committed to expanding its investment with a registered capital of 1.8 billion USD this year, in addition to its existing 6.5 billion USD investment in Yen Phong Industrial Park.
There were also significant investments in the electronics sector from Foxconn (Singapore), Goertek Vina Science and Technology Company Limited, and Victory Giant Technology (Singapore).
Aeon Mall Vietnam Co., Ltd. was presented with a memorandum of understanding for the development of the Aeon Mall trade project during the 2024-2025 period, with a total expected investment of 190 million USD.
Taking this opportunity, the Prime Minister and delegates inaugurated the Kenh Vang Bridge project and a social housing project in the new Que Vo urban area, right at the Conference.
Regarding investment promotion, the Prime Minister highly appreciated Bac Ninh’s outstanding achievements in the first nine months of the year in attracting investment (ranking first in the country), exports (second in the country), and industrial production value (first in the country).
Believing that Bac Ninh will attract many foreign investors, the Prime Minister noted that the province has limited land area and thus needs to calculate land use efficiency. He also emphasized the need for comprehensive and balanced development, including the growth of the service sector, as the province is surrounded by rapidly developing cities.
The Prime Minister highly valued and welcomed the businesses and investors who have chosen Bac Ninh for their investments. He expressed confidence in the successful implementation of the projects and requested that investors uphold the spirit of “listening and understanding together”; “sharing the same vision and actions”; and “working, winning, enjoying, and developing together.”
Along with this, he emphasized the importance of long-term and sustainable business strategies, fulfilling investment commitments and cooperation agreements, and aligning with the provincial planning priorities. He encouraged pioneers in innovation, green transition, digital transformation, technology transfer, and the application of smart and modern management methods, as well as the development of high-quality human resources.
The Prime Minister suggested that the business community and investors proactively provide consultative input to state agencies on administrative procedure reform, improving the business investment environment, and reducing compliance costs. He also emphasized the importance of adhering to the law, upholding business culture and ethics, fulfilling social responsibilities, ensuring the well-being of employees, promoting social welfare, and protecting the ecological environment.
The Prime Minister requested that the business community, investors, and all ministries, sectors, and Bac Ninh provincial leaders maintain an open and listening attitude, deliver on their commitments, and produce tangible results that can be measured and quantified. He further emphasized the need to create a new momentum for development, opening up new opportunities and values for the locality and the beneficiaries.
On this occasion, the Prime Minister also affirmed the consistent policy of the Party and State of Vietnam to not criminalize civil and economic relations but to resolutely handle violations of the law.
Regarding the central ministries and sectors, the Prime Minister requested their continued supervision and coordination in implementing the Bac Ninh provincial planning effectively. He also emphasized the importance of regular reviews and adjustments to the planning to ensure its relevance and support for the province. He further requested their efficient coordination and support for Bac Ninh and other localities in the region to harness their collective strengths in implementing the planning effectively.
The Prime Minister called for solidarity and mutual support among the localities in the Red River Delta region. He encouraged them to work together to address inter-provincial issues and explore the establishment of funds and mechanisms to support projects with inter-provincial impacts in the region. He concluded by expressing his hope that the region would embrace a new phase of development, marking a historic leap forward for the nation.
Finally, the Prime Minister suggested that the Bac Ninh authorities orient their actions according to the 16-word guideline: “Unleashing potential, affirming oneself, persevering towards goals, and creating prosperity,” aiming for the 16-word vision: “Bac Ninh – a land of culture and convergence of essence, united, resilient, prosperous, and happy.”
