The Price of Progress: Unveiling the Cost of Expanding Vietnam’s Most Expensive Road

Vu Cong Dan Road is a vital artery that passes through the Dai An Industrial Park, connecting Hai Duong City with Cam Giang and Binh Giang districts. The Vu Cong Dan Road improvement and expansion project is considered a key project in implementing the Resolution of the 23rd Hai Duong City Party Committee for the 2020-2025 term.

The initial approved investment for the Vu Cong Dan Road improvement and expansion project was VND 1,157 billion. However, due to challenges in securing funds and changes in compensation costs for land acquisition caused by fluctuating land prices, Hai Duong City adjusted the implementation plan from two layers of land clearance to one layer to reduce the investment level.

After the adjustment, the project has a length of 1.62 km and a width of 33 m, with a total investment of VND 1,042 billion. This translates to an average cost of VND 643 million per meter and VND 643 billion per kilometer for the improvement and expansion.

To put this into perspective, the figure of VND 643 billion per kilometer is higher than the construction cost of Vietnam’s most expensive expressway, the Hai Phong – Ha Long Expressway (VND 557 billion per kilometer). It is also significantly more expensive than other expressways, such as the Noi Bai – Lao Cai Expressway, which costs only VND 123 billion per kilometer.

The high investment in the Vu Cong Dan Road improvement and expansion project can be attributed to the presence of numerous households living along the road, resulting in a large amount of land that needs to be cleared. To carry out the project, Hai Duong City had to acquire hundreds of land lots.

With a length of 1.62 km, the Vu Cong Dan Road passes through the residential areas of Xuan Duong, Thuong Dat, and Tu Thong (Tu Minh Ward, Hai Duong City). The construction of the road is divided into three phases.

In terms of progress, the first phase of the project (the initial section connecting to Truong Chinh Street) with a length of 600 meters, encountered no obstacles and was inaugurated in August 2023, having started construction in late April 2023.

The second phase of the project, spanning 550 meters through the Xuan Duong and Thuong Dat residential areas (Tu Minh Ward, Hai Duong City), was completed ahead of schedule in April 2024, two months earlier than planned.

According to the plan, in the fourth quarter of 2024 (from October to December), the City Basic Construction Investment Project Management Board will continue to implement the third phase of the project, which is about 500 meters long and passes through the Tu Thong residential area after the site is handed over with a cleared area. Even though the three phases of the project are not yet complete, the Vu Cong Dan Road is already being used by many locals for transportation. The road is also home to the Thanh Dong University and Tu Minh Secondary School.

In the future, when the Vu Cong Dan Road is completed and fully connected, it will not only alleviate traffic congestion but also enhance regional connectivity between Hai Duong City and Cam Giang and Binh Giang districts. Additionally, it will create an architectural and scenic highlight for the area.
