Four Key Tasks for Planning

On the morning of September 24, Prime Minister Pham Minh Chinh attended the conference to announce the 2021-2030 plan with a vision towards 2050 and promote investment in Dong Nai province.

At the conference, Prime Minister Pham Minh Chinh took time to analyze the planning work and emphasized its crucial role, creating significant opportunities and long-lasting impacts, acting as a vital driving force in the province’s overall development.

Planning must be a step ahead, grounded in reality, feasible, and able to harness the unique potential, prominent opportunities, and competitive advantages of each region and locality.

The Prime Minister also assessed Dong Nai’s achievements over the years, meeting its basic goals and targets despite immense difficulties due to the severe impact of the pandemic. Post-pandemic, the province has witnessed a comprehensive economic recovery. Businesses have confidently expanded their investments in Dong Nai.

In addition to pointing out three critical factors in planning, the Prime Minister also outlined four key tasks for Dong Nai’s planning.

First is to uncover and develop unique potentials, prominent opportunities, and competitive advantages for rapid and sustainable development. Second is to identify contradictions, issues, limitations, and challenges to propose solutions and improvements. Third is to establish a prioritized list of projects and programs to attract investment, promote trade, and boost socio-economic development. Fourth is to mobilize resources for implementation (state, social, public-private partnerships, internal and external sources)

Further elaborating on Dong Nai’s unique potential, prominent opportunities, and competitive advantages, the Prime Minister emphasized the province’s strategic location regarding economic, social, and defense matters. Dong Nai boasts a population of over three million, a plentiful workforce, and a young and ambitious demographic. The province is also a vital transportation hub, offering all five modes of transport, and is located in the dynamic Southeast region.

Additionally, Dong Nai has a rich cultural, historical, and revolutionary heritage, along with diverse natural advantages that align with the development of a green, sustainable, and comprehensive economy.

Finally, the Prime Minister expressed his confidence in Dong Nai’s ability to deliver on its commitments and make decisive progress. He encouraged the province to strive for excellence and take a leading role in the region.

At the planning conference on September 24, Dong Nai province granted investment registration certificates and investment proposal approval decisions to 17 projects with a total investment of VND 155,000 billion (USD 6.2 billion)

The planning for Dong Nai province in the 2021-2030 period, with a vision towards 2050, sets the goal of becoming a civilized and modern province by 2030, achieving high growth rates and surpassing the threshold of high income in the country’s top group.

By 2050, Dong Nai aspires to become a centrally governed city, leading in the development of high-tech industries, boasting a synchronous, intelligent, and modern infrastructure system, and emerging as an international hub for trade, tourism, and services associated with airport cities and world-class ecological and urban areas. The infrastructure highlight, according to the plan, is the Long Thanh International Airport, along with green industrial parks, innovation hubs, and world-class urban, tourism, and resort projects.

Speaking at the event, Mr. Vu The Phiet, Chairman of the Vietnam Airports Corporation (ACV), expressed his confidence in Dong Nai’s collaborative efforts with relevant units to expedite the project’s progress and contribute to the province’s socio-economic development, the Southeast region, and the country. Mr. Phiet also mentioned that the Long Thanh International Airport project has been actively implemented. With its comprehensive range of transportation options, including the Long Thanh International Airport as a focal point, Dong Nai has essentially become the country’s international gateway.

Dong Nai province spans an area of 5,863 km2, the second-largest in the Southeast region, and holds a strategically important geographic location in the dynamic and prosperous Southern Key Economic Region.

Dong Nai serves as a gateway connecting the Southeast region with the Central Highlands and the Central Coastal region, playing a crucial role in inter-regional connectivity through multi-modal transportation: road, rail, waterway, and especially the Long Thanh International Airport.

The province boasts the highest number of industrial parks in the country, earning the title of “industrial capital” (32 industrial parks and 36 industrial clusters), attracting significant FDI (nearly 2,000 valid projects with a total investment of nearly USD 37 billion), and possessing the largest-scale manufacturing industry in Vietnam.
