On the morning of September 24, in Bien Hoa City, Prime Minister Pham Minh Chinh worked with the Standing Committee of the Provincial Party Committee of Dong Nai on the socio-economic development situation in the first 9 months of 2024 and key tasks for the remainder of 2024, as well as the province’s proposals and recommendations.
Also attending the working session were comrades of the Central Committee of the Party: Minister of Natural Resources and Environment Do Duc Duy, Senior Lieutenant General Vo Minh Luong, Deputy Minister of National Defense, Secretary of the Provincial Party Committee of Dong Nai Nguyen Hong Linh, Lieutenant General Nguyen Truong Thang, Commander of Military Region 7; leaders of ministries, branches and localities.
According to the reports and opinions at the conference, in the first months of the year, Dong Nai province has achieved positive results in socio-economic development.
GRDP in the first 6 months of 2024 increased by 6.8%, higher than the national average (6.42%), ranking 3rd out of 6 provinces in the Southeast region and 25th out of 63 provinces and cities nationwide.
Export turnover in the first 8 months reached US$15.6 billion, up 8.6%; import turnover reached US$11.3 billion, up 8.71%; and trade surplus reached US$4.3 billion. Total state budget revenue in the first 9 months was estimated at VND43,700 billion, up 11% over the same period.
Agriculture, forestry and fishery production has been stable. Industry continues to recover and regain growth momentum. The industrial production index (IIP) in the first 8 months increased by 7.37% over the same period, much higher than the same period in 2023 (up 4.02%).
Trade and services have developed well; prices and inflation have been kept under control. Total retail sales of goods and services increased by 12.6%. CPI averaged 2.95% in the first 8 months compared to the same period last year.
Development investment has achieved positive results. Domestic investment is a bright spot, with more than VND42,100 billion of investment registration certificates, investment policies and adjusted increased capital granted in the first 9 months of 2024, 5 times higher than the same period. FDI attraction reached US$1.089 billion, up 34%.
The situation of national defense, security and social order and safety has been maintained stable. Healthcare, education, people’s health care, job creation and social security have been well taken care of.
Distinct potentials, outstanding opportunities, and competitive advantages
Concluding the working session, Prime Minister Pham Minh Chinh basically agreed with the contents of the report, the proposals of Dong Nai province, and the profound, frank and practical opinions of the delegates.
The Prime Minister assigned the Government Office to coordinate with the People’s Committee of Dong Nai province and relevant agencies to review and synthesize the opinions in order to soon complete and submit to the Prime Minister for issuance of a Conclusion to unify the direction of implementation.
Emphasizing Dong Nai’s potentials and advantages, the Prime Minister assessed that the province has an abundant labor force with a population ranking 5th in the country.
The province has a strategic geographical location in the Southeast region, with close links to Ho Chi Minh City and Ba Ria-Vung Tau, which are the driving forces for the development of the region and the country.
Dong Nai is an important transport hub, the country’s industrial center; has a long history, revolutionary and cultural traditions; and diverse natural landscapes, serving as the “green lung” of the Eastern region of Vietnam.
On behalf of the Government, the Prime Minister acknowledged and praised the efforts and important achievements in socio-economic development in the first months of the year made by the Party Committee, authorities and people of Dong Nai province, which have made significant contributions to the common achievements of the country.
Since the beginning of the term, Dong Nai has made great efforts, especially in site clearance; and actively implemented key national projects such as Long Thanh International Airport, Bien Hoa-Vung Tau Expressway and Ho Chi Minh City Ring Road 3.
The Prime Minister appreciated that Dong Nai is able to complete the socio-economic development targets for the 5-year period of 2021-2025 in a difficult context, thereby contributing to the realization of the goals set by the Resolution of the 13th Party Congress.

Along with the very basic and important achievements, the Prime Minister also pointed out the existing shortcomings, limitations, difficulties and challenges of Dong Nai.
Accordingly, the economy has a high growth rate, but it is not really sustainable and commensurate with the distinct potentials, outstanding opportunities and competitive advantages of the province. The quality of growth needs to be further improved.
FDI attraction is large but needs to be oriented towards higher quality, especially projects with high added value and scientific and technological content. Administrative reform and improvement of the business investment environment are still limited. Infrastructure, especially strategic infrastructure, has not kept up with the development requirements. More attention needs to be paid to investing in and developing cultural and social institutions.
Regarding the viewpoint and orientation for the coming time, the Prime Minister requested to review the targets and objectives in accordance with the Resolution of the 13th Party Congress, the resolutions, conclusions and directions of the Central Committee, the National Assembly, the Government and the resolutions of the Party Congresses at all levels in order to have appropriate solutions, to do better what has been done well, to accelerate what can be achieved, and to have breakthrough solutions for what has not been achieved.
Along with that, it is necessary to be more aware of the role, position, distinct potentials, outstanding opportunities and competitive advantages of the province in order to make more positive contributions to the region and the country. Strongly promote the spirit of self-reliance and self-improvement, strive to rise based on internal strength, promote the tradition of solidarity, dynamism and creativity; and mobilize and use resources effectively.
Closely follow and respect practical conditions, take practical conditions as the measure; think thoroughly, have clear thoughts, high determination, great efforts, and take drastic and effective actions; and focus on key tasks. Clearly assign tasks to specific individuals, with specific timelines and clear responsibilities, while strengthening supervision, inspection and urging.
Consider people as the center, subject, resource and driving force of development; and pay attention to social security with a population of 3.3 million people, ranking 5th in the country, leaving no one behind.
Dong Nai needs to promote ‘3 pioneers’
Regarding the general goal, the Prime Minister requested to strive to make Dong Nai one of the leading localities in economic development in the country, a civilized and modern province with high income in the country’s top group.
Regarding the orientation for the coming time, the Prime Minister suggested that the Party Committee, authorities and people of Dong Nai province promote the spirit of “3 pioneers” in performing the tasks of socio-economic development, on the basis of strongly mobilizing resources for development, especially from public-private partnership.
First, pioneer in developing synchronous, modern and smart infrastructure, especially transport infrastructure, digital infrastructure, health and education infrastructure, and infrastructure for adaptation to climate change.
Second, pioneer in developing science and technology, innovation and creativity, applying the achievements of the Fourth Industrial Revolution; training high-quality human resources for the province, the region and the country; promoting administrative reform and improving the business investment environment and enterprise development.
Third, pioneer in ensuring social security, environmental protection, green, fast and sustainable development, without sacrificing progress, equality and social security for pure economic growth, leaving no one behind.
Pointing out 8 key tasks, the Prime Minister requested to closely follow the guidelines, leadership and direction, mechanisms, policies and laws of the Party, State, Government and Prime Minister to concretize and implement them appropriately to the situation and conditions, striving to successfully complete the goals and tasks set for 2024 and the whole term.
Focus on renewing 3 traditional growth drivers (investment, export and consumption) and promoting new growth drivers, such as the digital economy, green economy, circular economy, sharing economy, knowledge-based economy and night-time economy.
Complete and issue the Plan for implementing the Provincial Planning, on the basis of clearly defining the key contents, progress and resources for implementing the programs and projects in the Planning.
Prioritize the development of some key industries with new and advanced technologies; research and development centers, science parks; training centers for high-quality human resources; innovation and startup incubation centers. Transform industrial parks towards green and environmentally friendly direction, develop industries with high technology content, and participate in regional and global value chains.
Strengthen regional, national and international linkages; promote the role and position of Dong Nai as one of the important trade centers of the region; effectively exploit Long Thanh International Airport, Bien Hoa dual-use airport, and high-speed road routes.
Promote administrative reform, digital transformation, improvement of the business investment environment, support for startups and innovation. Resolve to cut and simplify administrative procedures, shorten the time for handling dossiers and procedures, especially those related to land, investment, construction, planning and environment. Pay attention to dialogue and promptly address difficulties and obstacles, reducing hassles, time and costs for people and businesses.
Pay attention to developing the fields of culture and society, ensuring social security, constantly improving the material and spiritual life of the people, and promoting harmonious development between economy, culture, society and environment. Effectively implement policies and regimes for people with meritorious services; have policies to support the poor and vulnerable groups to access basic social services. Focus on developing social housing, especially housing for workers.
Strengthen environmental protection, nature and biodiversity conservation in association with proactive prevention and control of natural disasters and adaptation to climate change. Increase afforestation and protection and management of forests, especially protective forests and those in the world biosphere reserve area in the province.
Continue to maintain political security, ensure social order and safety from the earliest stages and at the grassroots level; pay attention to religious and ethnic work. Focus on Party building and building a clean and strong political system; continuously improve the leadership capacity and combativeness of Party organizations and members. Pay attention to corruption prevention and control; build a streamlined, effective and efficient apparatus; and build and train a team of officials and civil servants with good qualifications, capacity and prestige.
The Prime Minister expressed his belief that with the “3 pioneers” and 8 key tasks mentioned above, along with the province’s heroic historical and cultural traditions, strategic position, distinct potentials, outstanding opportunities, competitive advantages, development momentum in recent years, and the aspirations and determination of the entire Party Committee, authorities and people of the province, in the coming time, Dong Nai will achieve even more significant and important achievements, successfully completing the goals and tasks for the period of 2021-2025, thereby contributing to the common achievements of the country.
Also at the working session, the leaders of the ministries and branches responded and the Prime Minister directed the resolution of the proposals and recommendations of the province related to the mechanism to increase budget resources for the province to invest in infrastructure, social security and sustainable development; appropriate allocation of health and education cadres and employees; and management and use of defense land in the locality.
The Prime Minister basically agreed in principle with the proposals and recommendations of the province, assigning the ministries and branches to handle them in a suitable and effective manner, in accordance with their functions, tasks and powers, with specific completion time, and if there are any difficulties beyond their competence, they should report to the Prime Minister for consideration and decision.
