The investor of the Hai Duong Shopping Center project, Tuan Kiet HD Trading and Services JSC, released an EIA report in September, revealing details about this upcoming development. The project spans almost 3.6 hectares in Thach Khoi Ward and Lien Hong Commune, Hai Duong City, Hai Duong Province.

Strategically located, the project site is bordered by major roads: Vo Van Kiet Boulevard to the north, Vo Nguyen Giap Boulevard to the west, and two planned roads with a width of 20.5 meters to the south and east.

In terms of proximity to important landmarks, the project site is approximately 1.3 kilometers northeast of the People’s Committee of Thach Khoi Ward, 1.3 kilometers northwest of the People’s Committee of Lien Hong Commune, 330 meters northwest of Hai Duong Pediatric Hospital, 2.4 kilometers south of Gia Loc Eastern Medicine Hospital, 650 meters southwest of Nam Hai Duong High School, 1.3 kilometers northwest of Hai Duong University, and about 980 meters southeast of Hai Duong Agricultural Products Wholesale Market.

Location of Aeon Mall Hai Duong Project

The project has received necessary approvals, including the investment registration certificate with the project code 7443607873 issued by the Hai Duong Province Planning and Investment Department on January 12, 2024. Additionally, the People’s Committee of Hai Duong City approved the 1/500 planning decision with the number 1044/QD-UBND on April 3, 2024.

The total investment capital for the project is 1,220 billion VND, comprising 244 billion VND of owner equity and 976 billion VND of loans. The project has a duration of 50 years, commencing from January 9, 2024. The construction is expected to be completed and operational by Q4 2025. Specifically, Q4 2024 will focus on land clearance, environment, and land-related matters; Q1-Q4 2025 will involve construction and completion of the project components; and Q1 2026 will witness the handover and operation of the project.

According to the land map excerpt dated February 2, 2023, a total of 25,162 square meters of double-crop rice fields will be revoked (13,200 square meters in Lien Hong Commune and 22,446 square meters in Thach Khoi Ward).

Currently, there are no residents within the project site. The land is predominantly used for agricultural purposes, interspersed with ponds, ditches, and cemeteries. About 400 meters east of the project site is a residential area along Provincial Road 39B. Approximately 400 meters north of the site is the Nguyen Xa residential area. The Hai Duong Pediatric Hospital is located about 500 meters northwest of the project site. The existing architectural landscape in the area is not significant or prominent.

What components will the project include?

Once operational, the project will offer retail and product distribution services, as well as rental spaces for businesses such as entertainment services, restaurants, electronics, jewelry, clothing, and more, spanning approximately 30,767 square meters, equivalent to about 150 stalls.

The construction area is approximately 18,332 square meters, including the main construction area of about 17,047 square meters and the auxiliary construction area of 1,285 square meters. The total floor area is approximately 38,638 square meters.

The project comprises three floors: the first floor, spanning over 16,200 square meters, accommodates the lobby, commercial and service spaces such as supermarkets, retail stores, cafes, technical systems, public restrooms, and auxiliary rooms; the second floor, also measuring over 16,000 square meters, mirrors the first floor in terms of functionality; the third floor, covering more than 4,100 square meters, features a movie theater, rooftop parking, technical systems, stairs, elevators, and auxiliary rooms.

It is worth mentioning that in March of this year, Aeon Vietnam Joint Stock Company and Tuan Kiet HD Trading and Services JSC signed a cooperation agreement to invest in the Aeon Hai Duong Shopping Center project. Prior to that, on December 9, 2022, the People’s Committee of Hai Duong Province and Aeon Vietnam Joint Stock Company had a working session and signed a memorandum of understanding on preparing for the investment of the Aeon Hai Duong Shopping Center project.

In mid-September, the Aeon Mall Hue, a VND 4,000-billion project (USD 169 million) with an area of 8.62 hectares, was inaugurated in Hue City, Thua Thien-Hue Province. This is the seventh Aeon Mall in Vietnam and the first and largest project in Central Vietnam.

Ms. Nghiem Thi Quynh Huong, representing Tuan Kiet HD, received the investment certificate and memorandum of understanding for the Hai Duong Shopping Center project at the conference on announcing the master plan of Hai Duong Province for the period of 2021-2030, with a vision to 2050, and promoting investment in Hai Duong Province, held in January 2024.

Who is behind the investor of Aeon Mall Hai Duong?

Tuan Kiet HD Trading and Services JSC was established in February 2022, headquartered in Hai Duong City, Hai Duong Province. The initial charter capital was VND 30 billion, of which Ms. Mac Thi Thuy Nhan (holding the position of General Director and legal representative) contributed 33%, Ms. Nghiem Thi Quynh Huong contributed 35%, and Mr. Nguyen Phuong Thanh contributed 32%. On September 13, 2023, the company unexpectedly reduced its charter capital to nearly VND 22.6 billion. However, just over two weeks later, on September 26, the company sharply increased its charter capital to VND 250 billion, and Mr. Pham Van Quyet replaced all positions of Ms. Nhan.

It is known that Ms. Mac Thi Thuy Nhan is also a major shareholder, holding over 50% of the capital, and the Director and legal representative of Vu Bach Trading and Construction Company Limited, which is headquartered in Hai Duong City and has won numerous bids in the province.

As for Ms. Nghiem Thi Quynh Huong (born in 1991), she is well-known as the Director of YiFangtea Vietnam Co., Ltd., the owner of the YiFang fruit tea brand. According to the latest update on capital contribution (as of September 2020), YiFangtea Vietnam has a charter capital of VND 2 billion, in which Ms. Huong holds 5% and Mr. Nghiem Trong Tuan holds 95%.
