The Vice Chairman of the Hanoi People’s Committee, Nguyen Trong Dong, has recently issued Plan No. 271/KH-UBND on conducting a land inspection and creating a map of land use status for 2024 in the city.

The primary objective of this initiative is to evaluate the current land management and utilization practices within the administrative units of communes, districts, and the city itself for the period of 2019-2024. This evaluation will serve as a foundation for proposing mechanisms, policies, and measures to strengthen state management of land and improve land use efficiency.

Additionally, the data gathered will provide a basis for adjusting the master plan for land use at all levels for the period of 2021-2030, with a vision towards 2045. It will also contribute to providing statistical indicators as part of the national statistical system and meet the land-related information needs of socio-economic activities, national defense, security, and other areas.

The scope of this land inspection covers the entire city, with communes, wards, and towns serving as the basic administrative units. The inspection results at the commune level will be used to consolidate land inspection data and create a map of land use status at the district and city levels. Lands used for national defense and security purposes are under the management and implementation of the Ministry of Defense and the Ministry of Public Security.

The subjects of the periodic land inspection in 2024 include the area of various types of land, land users, entities entrusted by the State to manage land, and comprehensive areas as stipulated in the Circular of the Ministry of Natural Resources and Environment.

The specialized land inspection subjects comprise the management and use of golf course land, airports, areas prone to landslides and sedimentation, land originating from agricultural and forestry farms, and other local specialties. This aspect aims to implement measures to enhance management and improve land use efficiency for these specific land types.

The content includes the land inspection and the creation of a map of land use status for 2024. The solutions and methods involve conducting the inspection based on existing land-related documents and data, combined with field investigations, mapping, and corrections for cases of land use changes during the inspection period.
