Regarding the difficulties in determining financial and land-related tax obligations, the Ho Chi Minh City People’s Committee has approved the use of the current land price framework by departments and localities to resolve applications received from August 1 onwards while awaiting land price adjustments.

Thus, the determination of financial obligations and land-related taxes will continue to be based on the prevailing land price framework and adjustment coefficients as before.

This solution proposed by the Ho Chi Minh City People’s Committee has not only received support from the people but also alleviated challenges faced by tax authorities.

As observed by our reporter at the Binh Thanh District Tax Department on the afternoon of September 23, officers from the Stamp Duty and Other Taxes Division were working at full capacity to process applications.

Since August 1, the Binh Thanh District Tax Department has had nearly 300 pending files, most of which are registration files for cases of transfer, donation, and inheritance with financial obligations.

According to Mr. Tran Minh Nha, Deputy Chief of the Binh Thanh District Tax Department, upon receiving directions from the Ho Chi Minh City Tax Department, the unit mobilized all officers from the Real Estate Tax Division to process the files, working even on Sundays.

The leadership of the Binh Thanh District Tax Department shared that compared to other localities, their unit does not have a large backlog of land-related files because they had previously resolved most of the registration files for cases of transfer, donation, and inheritance without financial implications.

At the Thu Duc City Tax Department, there are currently more than 1,800 unresolved files. Formed from the merger of three tax departments (District 2, District 9, and Thu Duc) and located in an area with a vibrant real estate market, Thu Duc has the highest number of pending land-related files in Ho Chi Minh City.

The majority of the pending files at the Thu Duc City Tax Department are registration files for cases of transfer, donation, and inheritance with financial obligations. More than 300 files for the issuance of certificates also remain unresolved.

According to Mr. Phan Van Dung, Chief of the Thu Duc City Tax Department, to expedite the processing of applications, the unit immediately assigned additional officers to the Real Estate Tax Division upon receiving instructions from the Tax Department.

Due to the significant number of pending files, the leadership of the Thu Duc City Tax Department has requested that specialized departments submit a detailed plan and timeline for approval and implementation.

In a conversation with our reporter, Mr. Nguyen Tien Dung, Deputy Director of the Ho Chi Minh City Tax Department, shared that after being assigned by the Ho Chi Minh City People’s Committee to coordinate with relevant departments to resolve land-related files pending since August 1 using the current land price framework, the Tax Department promptly issued urgent directives to its subordinate tax departments.

Accordingly, the heads of the tax departments must prioritize and concentrate resources on resolving land-related files received from August 1 onwards as soon as possible. Along with the tax departments, officers from the Ho Chi Minh City Tax Department will also work on Saturdays and Sundays to expedite the progress of file processing.

The Tax Department leadership emphasized that the heads of the tax departments are responsible for organizing the process of handling land-related files and ensuring that no harassment, corruption, or negative behavior occurs during this process.

Mr. Dung further informed that on the first day (September 22), 1,800 files were processed across the tax departments. The Tax Department will instruct the units to strive to resolve the backlog as soon as possible.
