The People’s Committee of Ho Chi Minh City has approved adjustments to the construction plan for the city’s first urban railway project, the Ben Thanh – Suoi Tien Metro Line. The decision includes a timeline update, with construction now expected to be completed by the end of the fourth quarter of 2024, while other details remain unchanged from the 2023 approved plan.

The Ho Chi Minh City Management Authority for Urban Railways (MAUR) is the project owner and is legally responsible for the accuracy and integrity of all reported information, data, and documents. MAUR is tasked with executing the Metro Line 1 project in compliance with legal requirements, ensuring quality, efficiency, and timely completion of construction and commercial operations by the end of the fourth quarter of 2024.
MAUR is required to develop a detailed plan for the remaining work, adhering to the proposed schedule, and to establish binding commitments and responsibilities, including penalties and risk identification. They must also proactively resolve any difficulties or obstacles that may arise.
Furthermore, MAUR is responsible for controlling the project’s costs and preventing any cost increases due to timeline adjustments. Should any additional costs arise, the project owner and related units must propose solutions in accordance with legal regulations.
The People’s Committee has instructed MAUR to proactively resolve any complaints from contractors and prevent delays caused by such issues. The project owner will be held accountable to the People’s Committee and relevant authorities if the project encounters further delays.

The Ben Thanh – Suoi Tien Metro Line, with a total investment of over VND 43,000 billion, commenced construction in August 2012. The 19.7-kilometer line includes 14 stations (11 elevated and 3 underground) and a depot, passing through districts 1 and Binh Thanh, Thu Duc City (Ho Chi Minh City), and Di An City (Binh Duong Province).
Previously, the completion date for Metro Line 1 had been adjusted multiple times, in 2008, 2011, 2019, and 2023. According to MAUR’s latest report, the project has reached 98.58% completion. Package CP1a, which includes the underground section from Ben Thanh Station to Opera House Station, is 100% complete. Package CP1b, the underground section from Opera House Station to Ba Son Station, is 99.96% complete, while Package CP2, the elevated section and depot, has reached 99.76% completion. Package CP3, encompassing electrical equipment, locomotives, carriages, tracks, and maintenance, stands at 96.79% completion.
