On September 23, 2024, Chairman of the People’s Committee of Soc Trang province, Tran Van Lau, along with a working group, inspected sand extraction activities in the area to support the Component 4 project of the Chau Doc – Can Tho – Soc Trang Expressway Phase 1.
The team visited the MS03 sand mine in Nhon My commune and the MS01 sand mine in the area of Phong Nam and An Lac Tay communes, Ke Sach district. Reporting to the Soc Trang provincial leaders, a representative of Construction Corporation No. 1 (CC1), the unit exploiting the MS03 mine to serve Package 12 of Component 4, said that the mine has an area of nearly 54 hectares, with an allowed reserve of 466,268 cubic meters to be extracted within 7 months, with a capacity of about 2,695 cubic meters/day.
Up to now, CC1 is extracting about 1,200 cubic meters/day, reaching 40% of the permitted capacity per day. The leadership of CC1 committed to the People’s Committee of Soc Trang province to supplement ships and extraction equipment to ensure the permitted output.
At the MS01 sand mine, the contractor said it had arranged transport ships with a maximum capacity of 1,600 cubic meters/day, while also ensuring enough ships to transport all the extracted sand from the MS01 mine to the expressway project. The MS01 mine is licensed to exploit with a reserve of 1.18 million cubic meters and will be exploited until 2028, with a maximum extraction capacity of 1,093 cubic meters/day.
Especially, the team also inspected and surveyed the sea sand transshipment area in Dai An 1 commune, Cu Lao Dung district. This is a transshipment site, about 35 km away from the B1 sea mine. Reporting to the leaders of Soc Trang province, the exploiting unit, VNCN E&C Construction and Technical Investment Joint Stock Company, said that up to now, the quality of the extracted sea sand when brought to the project as filling material is highly appreciated; in particular, the issue of controlling the salinity of sea sand is always monitored by the unit.
Specifically, each sand ship arriving at the project site must undergo salinity checks, and the results are reported to the functional sectors of the localities. The exploiting unit has mobilized additional means and equipment to timely meet the project’s sand filling needs.

After listening to the reports at the field of the transshipment and sea sand transshipment area, Chairman of the People’s Committee Tran Van Lau requested that the sand transport and suction ships be installed with locators so that the inter-sector working group on sea sand extraction of the province could monitor the extraction route. This is to help closely manage sea sand extraction activities and resolutely handle violations. “The sea sand extraction unit should promptly inform about the salinity of the sea sand when it arrives at the project to serve as a basis for recommending to the Government to allow sea sand extraction to serve projects in places with similar salinity,” said Tran Van Lau.
The head of the Soc Trang provincial government also requested the sand mine exploitation units to coordinate with relevant agencies to increase sand suction means and transport ships to the expressway. The provincial leader also requested that the means of participation in exploitation and transportation must be registered, inspected, and fully monitored to ensure that sand exploitation complies with the permitted reserves.

The sand mine on the Hau River has commenced operations, supplying the fourth component project of the Chau Doc-Can Tho-Soc Trang expressway, with an approved sand reserve of nearly 1.2 million cubic meters.
