“Resco’s Proposal to Halt the Thanh Da Residence Project”

The Ho Chi Minh City People's Committee has directed the Department of Construction to affirm that there is no basis for RESCO to continue with the construction project of the 15 apartment buildings. This decision was made as the company had surpassed the given deadline, and thus, the project could not move forward.

Ho Chi Minh City’s Department of Construction has reported to the People’s Committee on the implementation of the investment project to build a cluster of apartment buildings in Thanh Da Ward, Binh Thanh District.

Based on the opinions of the Department of Planning and Investment, the Department of Justice, and the Department of Construction, it was emphasized that there is no legal basis to consider the proposal of Saigon Real Estate Corporation (RESCO) regarding the continued implementation of the investment project to construct a cluster of 15 apartment buildings.

Previously, in Official Dispatch No. 3294/2010, the Ho Chi Minh City People’s Committee approved the policy of assigning RESCO as the investor for the project. Subsequently, the city issued Official Dispatch No. 78/2017 on the renovation and new construction of the cluster of apartment buildings, assigning the task of formulating project proposals and detailed planning at a scale of 1/500.

The Ho Chi Minh City People’s Committee directed that if, after six months from the date of receiving this document, the unit has not completed the research and proposal for the project implementation, it will be considered as not participating in the continued investment and will bear all costs incurred. However, after 18 months of being assigned the task, RESCO only submitted a proposal letter to the People’s Committee of Binh Thanh District.

Therefore, the Department of Construction stated that the deadline has passed and RESCO will bear all costs for the tasks previously assigned by the Ho Chi Minh City People’s Committee in the above-mentioned two official dispatches.

Furthermore, the Department of Construction proposed that the Ho Chi Minh City People’s Committee assign the People’s Committee of Binh Thanh District to organize an inspection and evaluation of the quality of all 15 apartment buildings in the Thanh Da Residence. At the same time, they should publish the conclusion of the quality inspection, making it publicly available on the Binh Thanh District People’s Committee’s electronic information portal and sending it to the Department of Construction for publication on their electronic information portal as well.

According to the Law on Housing 2023 and Decree 98/2024, which provides detailed regulations on the Law on Housing regarding the renovation and reconstruction of apartment buildings, the Ho Chi Minh City People’s Committee directed the implementation of quality inspection and evaluation of apartment buildings to carry out the project of renovating and reconstructing apartment buildings.

The cluster of apartment buildings in Thanh Da Residence comprises 15 lots with a total construction area of over 53,700 square meters. The area also includes low-rise private houses, Thanh Da Market, a high school, a secondary school, a park, and a project for a regulating lake, along with the embellishment of the Saigon River shoreline area.

According to RESCO’s 2016 survey, the proposed planning project covers an area of approximately 15 hectares.

It is bounded to the north by Binh Quoi Street and existing residential areas, to the south by the Saigon River, to the east by existing residential areas, and to the west by Thanh Da Street and existing residential areas.

The current population of the entire area is 10,820 people, with more than 2,700 households. This includes 2,190 apartments (570 of which are state-owned) and 515 private houses scattered among the apartments.

In 2016, the People’s Committee of Binh Thanh District organized a quality inspection of all 15 apartment buildings in the Thanh Da Residence. According to the quality inspection results, the cluster of apartment buildings was rated as Grade C – not severely damaged or dangerous, requiring urgent demolition.
