According to the investigation, in 2022, while receiving a request from Mr. B.C.D. (born 1972, a resident of Khang Ninh commune) for land use rights certification, Tham demanded a bribe of VND 30 million from the applicant, threatening to reject his application otherwise.

On October 14, Tham personally visited Mr. D.’s residence to collect VND 10 million in cash and requested an additional VND 20 million to be transferred to her bank account.

Only after the transfer of money, Mr. D.’s application was processed and approved by the Ba Be People’s Committee, and he received his land use certificate.

However, Mr. D. reported the incident to the authorities, leading to the exposure of Tham’s corrupt actions.
