In 2024, the People’s Committee of Thanh Hoa province identified 71 large and key investment projects that needed to be directed and implemented.

So far, six projects have been completed in the province, including: Sam Son City’s sea square, festival landscape axis; Radia car tire factory; Thanh Hoa Industrial College; Investment in construction and equipment for 5 district-level medical centers in Thanh Hoa province; Investment in construction and equipment for 70 commune-level medical stations in Thanh Hoa province; Investment in construction and equipment for the Thanh Hoa Disease Control Center.

For the remaining projects, Thanh Hoa has 33 projects underway, and 32 are completing dossiers and procedures for investment preparation.

According to the provincial authorities, out of these 71 key projects, 33 have encountered obstacles during implementation.

Specifically, for projects that are completing investment preparation dossiers and procedures, such as the Nam Song Ma Resort and Amusement Park; The new urban area along the Nam Song Ma Avenue; Ben En high-class ecological resort tourism complex with entertainment services, entertainment…

These projects encountered obstacles when some sector planning, construction planning, planning, and land use plans were inconsistent; the establishment, approval, and adjustment of the general urban planning, and the functional subdivision planning related to some projects were slow.

Other projects such as the coastal road route from Hoang Hoa to Sam Son and Quang Xuong to Tinh Gia (now Nghi Son town), in the form of PPP (BOT contract); The embellishment of the Trinh Palace Relic Site is hindered by the lack of proper attention and initiative of some investors and the lack of flexibility in the implementation of investment procedures.

Some other key projects are being implemented, such as: Line 4 – Long Son Cement Plant; DST Nghi Son Steel Rolling Mill; Investment in developing the infrastructure of Industrial Park No. 17 in Nghi Son Economic Zone; Nghi Son Steel Rolling Mill No. 2; Long Son Container Port, the projects are also facing difficulties in determining the origin of the land, the compensation price for site clearance, and the slow construction of resettlement areas.

Some projects using ODA capital have a multi-step implementation process, take a long time, depend on the sponsor, and must carry out dossiers and procedures to adjust investment policies and project adjustments due to increased site clearance costs, such as: Project of comprehensive development of dynamic cities – Sub-project of Tinh Gia town; Project on dam repair and safety improvement (WB8); Project on improving the infrastructure of Ngoc Lac town, Ngoc Lac district.
