On the morning of September 26, Prime Minister Pham Minh Chinh attended the announcement ceremony of the Binh Duong Province Master Plan for the 2021-2030 period, with a vision towards 2050.
Binh Duong’s Remarkable Transformation
According to the master plan, Binh Duong is envisioned to become a centrally-governed city and a dynamic, comprehensive development hub in Southeast Asia, leading in science, technology, and innovation, with a focus on modern industry and services.
By 2050, Binh Duong aims to be a sustainable, modern industrial and service center, as well as a driving force for the country’s economic growth, powered by industry, services, and innovation. The province aims for a solid economic foundation and high competitiveness, ensuring a high quality of life and income levels on par with developed nations for its residents.

In his speech at the conference, Prime Minister Pham Minh Chinh acknowledged Binh Duong’s remarkable transformation over nearly 30 years. The province has evolved from an agricultural region to a center of high-tech, modern industry, attracting thousands of FDI investors and creating millions of jobs for its people.
Commending Binh Duong for its dynamic and efficient investment and business environment, harmonious and sustainable society, and proactive and upright local government, the Prime Minister suggested that the province embrace “3 pioneers.” First, connect the provincial economy with the region, the country, and the world.
Second, green and digitize the economy, proactively developing the digital economy, green economy, circular economy, sharing economy, knowledge economy, and night-time economy. Third, take the lead in building new-generation industrial parks that are green, digital, high-tech, and smart, encouraging innovation, entrepreneurship, and high-quality human resource training.
To achieve these orientations, the Prime Minister instructed Binh Duong Province to promptly and effectively implement the master plan, ensuring compliance and synchronization with the national master plan and regional and sectoral plans.
The head of the government directed Binh Duong to leverage the three dynamic spaces and five strategic focuses outlined in the master plan. Additionally, prioritize resources to implement comprehensive and efficient development spaces, enhance cooperation and linkages with other localities in the Southeast region, and connect with the region, the country, and the world through transportation systems.
Transport Connectivity for Balanced Development
At the conference announcing the Binh Duong Province Master Plan, the Prime Minister emphasized the importance of transportation infrastructure. Well-developed transportation systems create new development spaces for industrial parks, urban areas, and service centers, facilitating trade, reducing logistics costs, and enhancing the competitiveness of goods. The Prime Minister acknowledged Binh Duong as a pioneer in infrastructure development, proactively connecting the region.
Recognizing the significance of regional connectivity, Binh Duong has organized its socio-economic space based on an innovative industrial city model, with key development axes: National Highway 13, Bau Bang-My Phuoc-Tan Van Road, HCMC-Thu Dau Mot-Chon Thanh Expressway, Ho Chi Minh City-Loc Ninh Railway, and Suoi Tien-Bau Bang Urban Railway.
Binh Duong has also identified key tasks and breakthrough strategies for development, focusing on coordinating with national and regional development programs, especially those of neighboring localities in the Southeast. This includes expanding transport connections, particularly to international seaports, airports, and border gates, and cooperating to develop ecological urban corridors along the Saigon and Dong Nai rivers.
Ho Chi Minh City’s master plan for the 2021-2030 period, with a vision towards 2050, also emphasizes the development of a transportation network aligned with the national socio-economic development strategy and the Southeast region’s master plan for the same period.
The city aims to build transport infrastructure that inherits and aligns with the national master plan, supporting rapid and sustainable economic development and regional linkages. Specifically, for road transport, the plan includes the construction of expressways and belt roads.
As the economic and social development leader in the country and the Southeast region, Ho Chi Minh City will serve as a critical road transport hub in the South. Thus, in addition to high-capacity expressways and belt roads, the city will develop inter-provincial and inter-regional connection roads. This will not only help alleviate congestion at the city’s entry and exit points but also enhance connectivity with other provinces in the region and key transport hubs such as the Long Thanh International Airport and the Cai Mep- Thi Vai seaport.
Riverside Urban Development and Maritime Economic Center
Mr. Vo Tan Duc, Chairman of the People’s Committee of Dong Nai Province, also emphasized the importance of transportation connectivity in the Dong Nai Province Master Plan for 2021-2030, with a vision towards 2050. He stated that the completion of projects such as the Long Thanh Airport, Bien Hoa-Vung Tau Expressway, Ben Luc-Long Thanh Expressway, Phuoc An Port, Ho Chi Minh City’s Ring Road 4, and Dau Giay-Lien Khuong Expressway, will create new development momentum for the locality.
Regarding the development of the area along the Dong Nai River, which connects the provinces in the Southeast region, Dong Nai will focus on building modern and high-class urban areas to attract experts, intellectuals, and international corporations. Mr. Vo Tan Duc expressed his aspiration for this area to become a green transport corridor connecting the region’s cities and a green facade for civilized and modern cities.
The master plan for Ba Ria-Vung Tau province for 2021-2030, with a vision towards 2050, also plays a crucial role in shaping the province’s socio-economic development and environmental landscape and contributing to the development of the Southeast region.
Specifically, the plan aims to establish Ba Ria-Vung Tau as one of the dynamic development hubs in the Southeast region and a national maritime economic center, ranking among the top five provinces in maritime economic development nationwide.
Binh Duong Attracts Investment for 8 Projects
On the morning of September 26, in Binh Duong, Prime Minister Pham Minh Chinh inspected the construction site of the HCMC-Thu Dau Mot-Chon Thanh Expressway and visited the Electricity and Energy Exhibition 2024 and the Vietnam Automation Exhibition 2024, featuring over 400 booths from more than 1,000 domestic and foreign businesses.
The Prime Minister also witnessed the provincial leaders presenting investment registration certificates to 8 projects with a total investment of over $1.8 billion. During the conference, Becamex IDC signed cooperation agreements with foreign partners, including Kosmo and Coex.
In the afternoon, the Prime Minister worked with the Binh Duong Party Committee on Party building, political system construction, socio-economic development, national defense, and security in the first nine months of 2024 and key tasks for the remainder of the year.

With the Binh Duong Province Master Plan for the 2021-2030 period, vision to 2050, the administrative boundaries once defined by bridges or rivers have now almost disappeared. The provincialism and localism that acted as “blood clots” hindering the growth potential of the region and the country have been replaced by a spirit of linkage and connection.
Binh Duong is ready to embark on a new phase of development with ambitious new orientations, aspiring to become a prosperous, civilized, and compassionate province. Binh Duong will be a vital connecting piece, not only contributing to its growth but also fostering the development of other localities.

Resolution No. 24-NQ/TW dated October 7, 2022, of the Politburo on socio-economic development and ensuring national defense and security in the Southeast region by 2030, with a vision towards 2045, aims to make the Southeast a dynamic region with the country’s highest economic growth rate and growth momentum.
With this resolution as a foundation, Ba Ria-Vung Tau recognizes that good planning leads to good development space, which in turn attracts good investors and good projects. Implementing the provincial master plan is of utmost importance, offering an opportunity to shape the spatial distribution of development, address bottlenecks, rejuvenate old growth drivers, and create new ones. This is a chance to combine the three strategic breakthroughs: multi-modal transport infrastructure, digital transformation in tandem with administrative reform, and enhanced governance capacity.

Flexibility in Planning is Key
Currently, Ho Chi Minh City and the provinces in the Southeast region are in the process of formulating local and urban plans. The strengths and weaknesses of existing plans, planning practices, and development management have been analyzed and discussed, and solutions have been proposed.
To enhance the effectiveness of planning and its implementation, three key aspects should be considered. First, planning content needs to be more flexible. While our country has been renewing for 40 years, the current planning methods remain outdated.
Second, regional connectivity deserves more attention and specificity, especially in facilitating investment. Third, strengthen management and implementation, divide the region into zones for urban renewal and development, and establish clear programs for technical infrastructure development with defined timelines.
For Ho Chi Minh City, the urgent task is to promptly approve the adjusted master plan for the 2040 period, with a vision towards 2060.
