Unlocking Transport Projects: The Chairman’s Initiative

Chairman of the People's Committee of Vinh Phuc Province, Tran Duy Dong, has urged relevant departments, sectors, and local authorities to focus on addressing challenges and obstacles, particularly in the compensation and site clearance process, for three crucial transportation projects in the province.

On September 26, Chairman of the People’s Committee of Vinh Phuc Province, Tran Duy Dong, chaired a meeting with relevant departments to report on the progress of several important transport infrastructure projects in the province.

According to the report by the Department of Transportation, the total length of roads in the province is approximately 7,918 km, including 35 km of railways and 75 km of waterways. Following the assigned responsibilities, the Department of Transportation manages 24 routes, equivalent to 509.7 km.

As per the Vinh Phuc Province Planning for the period of 2021–2030, with a vision towards 2050, the expressway and national highway network is integrated according to the road network planning, including the Noi Bai-Lao Cai Expressway, the Capital Region’s Ring Road 5, National Highway 2, National Highway 2C, and National Highway 2D.

The provincial roads and equivalents comprise 47 routes, including 5 ring roads with a total length of about 1,132 km.

Slow disbursement of three transport projects

At the meeting, representatives from relevant departments, localities, and units reported on the progress, difficulties, and obstacles in implementing several important external transport infrastructure projects in the province.

Accordingly, the Project on Renovation and Expansion of National Highway 2, Vinh Yen-Viet Tri section, with a total investment of more than VND 1,258 billion, of which about VND 800 billion is from the central budget and more than VND 458 billion is from the provincial budget, is facing delays.

Up to now, the investor has completed the procedures for designing, appraisal, and approval of the project; selected contractors for construction and consulting supervision; and coordinated with relevant units to agree on calculation methods, allocation of quantities, and funding sources. However, the project has not received any allocation of investment capital from the provincial budget so far.

Additionally, the project involves a large volume of compensation and site clearance, and there is a lack of guidance on implementing site clearance with two sources of capital, leading to numerous difficulties.

Regarding the Transport Infrastructure Project connecting the Capital Region in Vinh Phuc Province (Ring Road 5 of the Capital Region and the road section at the foot of Tam Dao mountain, connecting Ring Road 5 with National Highway 2B to Tay Thien, then to National Highway 2C and Tuyen Quang), the total allocated capital for the project is over VND 1,000 billion out of VND 1,800 billion, with a disbursement value of VND 588.2 billion. The total volume and value of construction completed by the end of August 2024 reached 12.6%.

Currently, the project also faces challenges in compensation and site clearance related to the conversion of rice cultivation land use; handover of land area belonging to Tam Dao National Park; determination of locations for building resettlement areas and expanding people’s cemeteries, etc.

As for the Project on Expansion of the Central Road Axis in Me Linh Urban Area, 40% of the work volume has been completed, with a total allocated capital of nearly VND 463 billion out of VND 745 billion and a disbursement value of VND 362.5 billion.

In terms of compensation and site clearance, 1.1 km of the road section belonging to Me Linh District, Hanoi, has been completed, and 650 meters belonging to Binh Xuyen District has been handed over to the Project Management Board for Transport Construction to carry out.

However, as the People’s Committee of Binh Xuyen District has not yet approved the land price for the project, it is impossible to establish and approve the compensation plan to continue payments and complete the compulsory clearance procedures…

To ensure the progress of project implementation, Chairman Tran Duy Dong requested relevant departments, sectors, and localities to focus on resolving difficulties and obstacles, especially in compensation and site clearance.

Regarding the difficulties in capital allocation, Mr. Dong suggested that the Waterway Project Management Board should continue to implement the project with the central budget. Regarding the local financial resources, Vinh Phuc Province commits to allocating investment capital from the provincial budget as soon as the amended laws, including the Law on State Budget, take effect.

The Department of Natural Resources and Environment is requested to soon promulgate a new unit price list to replace the old one so that the districts have a legal basis to continue carrying out compensation and site clearance work.
