Why Was the Ho Chi Minh City Department of Natural Resources and Environment Authorized to Grant Pink Books for These Six Cases?

The Ho Chi Minh City People’s Committee has authorized the Department of Natural Resources and Environment to issue land-use rights certificates and ownership of assets attached to the land (“pink book”) for six cases.

Firstly, the issuance of the first “pink book” for domestic organizations, including state agencies, Communist Party of Vietnam agencies, people’s armed forces, the Vietnam Fatherland Front, socio-political organizations, socio-professional organizations, social organizations, socio-professional organizations, public non-business units, and other organizations as prescribed by law; and economic organizations as prescribed by the Law on Investment.

Next are religious organizations and their subsidiaries.

This is followed by foreign organizations with diplomatic functions, including diplomatic missions, consular offices, and other foreign agencies with diplomatic functions recognized by the Vietnamese government; representative offices of organizations belonging to the United Nations, intergovernmental agencies or organizations, and representative offices of intergovernmental organizations.

Then, overseas Vietnamese.

After that, foreign-invested economic organizations.

Finally, the issuance of the “pink book” according to the approved plan for contributing land use rights and adjusting land under the authority of the Ho Chi Minh City People’s Committee.

The authorization is valid from September 25 to December 31, 2029.

The Ho Chi Minh City People’s Committee requires the Department of Natural Resources and Environment not to re-authorize other agencies or organizations to perform the assigned tasks and powers.

The Department of Natural Resources and Environment must correctly perform the authorized tasks and powers and be responsible to the Ho Chi Minh City People’s Committee. Additionally, they should prepare the necessary resources to perform the tasks and comply with inspections and examinations regarding the authorized contents.
