Vice Chairman of the Hanoi People’s Committee, Nguyen Trong Dong, issued a decision to annul the decision on recognizing the results of the auction for the land-use rights for production and business purposes at Lot L1 of Lot C in the Thanh Thuy Industrial Cluster (Thanh Thuy commune, Thanh Oai district, Hanoi).
Accordingly, Decision No. 4636/QD-UBND dated September 14, 2023, of the Hanoi People’s Committee on recognizing the results of the auction for the land-use rights for production and business purposes at Lot L1 of Lot C in Thanh Thuy Industrial Cluster, Thanh Thuy commune, Thanh Oai district, is annulled.

The reason for annulling the decision on recognizing the auction results is that the winning organization failed to pay the full auction price for the land-use rights within 120 days from the date of the decision recognizing the auction results.
According to the decision, the name of the winning investor is Duc Thanh Commercial One-Member Co., Ltd., located in Cau Dua, Van Binh, Thuong Tin, Hanoi; Enterprise Code: 0500557536; legal representative: Ms. Nguyen Thuy Duong.
The auctioned land is Lot L1, with an area of 516.19m2, located in Lot C, Thanh Thuy Industrial Cluster, Thanh Thuy commune, Thanh Oai district. The winning bid price was VND 10,930,323,250.
Duc Thanh Commercial One-Member Co., Ltd. is not entitled to a refund of the deposit. In case of payment exceeding the deposit amount, the State shall refund the difference between the amount paid and the deposit amount as prescribed.
The Hanoi People’s Committee assigned the People’s Committee of Thanh Oai district (Thanh Oai District Land Development Fund) to notify Duc Thanh Commercial One-Member Co., Ltd. of the annulment of the results of the land-use rights auction. At the same time, propose a plan to re-organize the auction of land-use rights for Lot L1 in accordance with regulations.
The Hanoi Department of Taxation (Thanh Oai – Chuong My District Tax Office) shall coordinate with the People’s Committee of Thanh Oai district, the State Treasury of Thanh Oai district to collect the deposit and refund the difference between the amount paid and the deposit amount by Duc Thanh Commercial One-Member Co., Ltd. in accordance with regulations.
