The proposal has been thoroughly and carefully studied by the People’s Committee of Ho Chi Minh City to serve the consideration of supplementing the Can Gio International Transit Port into the master plans and the preparation of the pre-feasibility study report for the project.
Up to now, the Prime Minister has approved the addition of the Can Gio International Transit Port to the master plan for the development of Vietnam’s seaport system for the period of 2021-2030, with a vision towards 2050.
Can Gio International Transit Port Perspective

To promptly organize the investment and construction of the port, Deputy Prime Minister Tran Hong Ha agreed with the proposal of the Ministry of Transport regarding the tasks of the ministries and local authorities as mentioned in Document No. 9008/BC-BGTVT dated August 20, 2024. Specifically:
– The People’s Committee of Ho Chi Minh City urgently completes the master plan for the city for the period of 2021-2030, with a vision towards 2040 and 2060, and submits it to the competent authority for approval.
– Balance resources, including mobilizing from other economic components, to complete technical infrastructure projects connecting to the proposed port.
– Coordinate with relevant agencies to select investors according to Resolution 98/2023/QH15 dated June 24, 2023, of the National Assembly, and organize the construction process as prescribed.
– Develop a roadmap and investment plan for traffic infrastructure connecting to the port; plans for power, water, and telecommunication supply suitable for the port’s construction progress; plans for auxiliary works serving port operations; and plans for post-port infrastructure investment in line with the port’s operation roadmap and traffic infrastructure.
– Coordinate with the Ministry of National Defense to implement contents related to national defense in the area and take the lead in determining the site for dredged material disposal.
– Collaborate with relevant agencies to develop a coordination mechanism for the operation of ports in the Cai Mep and Can Gio areas to enhance the efficiency of port investment and exploitation in the region.
The Ministry of Transport will take the lead in formulating and submitting to the Prime Minister for approval the detailed planning of the group of seaports; take the lead in formulating and approving, within its competence, the detailed planning of the land and water area of Ho Chi Minh City’s seaports; and provide opinions on cargo handling technology during the step of commenting on the proposal for the investment policy of the project.
The Ministry of Planning and Investment will take the lead in appraising and submitting to the Prime Minister for approval the investment policy of the project; coordinate with the People’s Committee of Ho Chi Minh City in selecting investors for the project according to Resolution 98/2023/QH15 dated June 24, 2023, of the National Assembly; and take the lead in appraising and submitting to the Prime Minister the master plan for Ho Chi Minh City for the period of 2021-2030, with a vision towards 2050.
The Ministry of Construction will coordinate with the People’s Committee of Ho Chi Minh City in appraising and submitting to the Prime Minister for approval the adjustment of the master plan.
The Ministry of Natural Resources and Environment will coordinate with the People’s Committee of Ho Chi Minh City in appraising and submitting to the Prime Minister for approval the 2021-2025 land use plan for the city; take the lead in guiding, inspecting, and approving land and sea allocation, conversion of land use purposes, environmental protection, and natural heritage conservation; and provide guidance on the procedure and site for dredged material disposal.
The Ministry of National Defense will coordinate with the People’s Committee of Ho Chi Minh City, the Ministry of Transport, and relevant ministries and sectors in appraising the project’s location in terms of national defense and security.
The Ministry of Agriculture and Rural Development will coordinate with relevant agencies to guide the People’s Committee of Ho Chi Minh City and investors on the procedures and processes for converting forest land use purposes for the project according to the provisions of Article 20 of the Law on Forestry (amended at Clause 5, Article 248 of the 2024 Land Law).
The Ministry of Industry and Trade will coordinate with the People’s Committee of Ho Chi Minh City in connecting and supplying electricity to serve the project’s operations.
The Ministry of Finance will coordinate with the Ministry of Industry and Trade to guide the People’s Committee of Ho Chi Minh City in investing in and exploiting the duty-free area.
Deputy Prime Minister Tran Hong Ha requested that the ministries, sectors, and local authorities concerned implement the tasks within their functions, tasks, and competence and consider resolving issues within their authority related to the content of the project during the process of studying, investing in, and constructing the Can Gio International Transit Port.
Progress and Plan for Task Implementation
The progress and plan for implementing the tasks of the ministries and local authorities are as follows:
In the fourth quarter of 2024, complete the approval of the detailed planning of the group of seaports, ports, piers, buoys, water areas, and land areas for the period of 2021-2030, with a vision towards 2050; approve the detailed planning for the development of the land and water areas of Ho Chi Minh City’s seaports for the period of 2021-2030, with a vision towards 2050; approve the adjustment of the master plan for the construction of Ho Chi Minh City towards 2040 and a vision towards 2060; and approve the 2021-2025 land use plan for Ho Chi Minh City.
In 2024, appraise and submit for approval the investment policy for the Can Gio International Transit Port project.
In 2025, select the investor for the construction of the Can Gio International Transit Port.
Deputy Prime Minister Tran Hong Ha requested the People’s Committee of Ho Chi Minh City and the relevant ministries and branches to urgently implement the directions of the Deputy Prime Minister in the Official Dispatch No. 418/TB-VPCP dated September 13, 2024, of the Government Office, in which they should maximize the use of information and data from the project proposal to update and complete the pre-feasibility study report for the Can Gio International Transit Port in accordance with regulations; and complete the relevant master plans to ensure synchronization and unity in serving the investment and exploitation of the Can Gio International Transit Port.
According to a report by the Ho Chi Minh City Department of Transport, the project proposal for the construction of the Can Gio International Transit Port sets the goal of developing the port into an international transit center for Ho Chi Minh City and the region. This will attract shipping lines, carriers, cargo owners, and logistics service businesses, both domestic and foreign, to participate in the global transport supply chain. In terms of location, the port is expected to be located in the Con Cho islet area, in Thanh An commune, Can Gio district. The total expected investment for the Can Gio International Transit Port is approximately VND 129,000 billion. The total expected length of the main pier is about 7km, and the barge berth is about 2km. The total area is estimated at 571 hectares, including the pier, warehouses, internal traffic, office area, accommodation for operational workers, port exploitation, technical infrastructure, etc., of about 469.5 hectares, and the water surface area for port operation of about 101.5 hectares. It is estimated that in the first year of operation, the cargo volume through the port will reach about 2.1 million TEU (1 TEU equals one 20-foot container). After seven investment phases, the cargo volume through the Can Gio International Transit Port can reach 16.9 million TEU by 2047. The port is expected to contribute VND 34,000 – 40,000 billion to the state budget annually when operating at full capacity. The total expected investment capital for the project is nearly VND 129,000 billion (USD 5.5 billion). |
