The project’s objective is to invest in the expansion and upgrading of Ca Mau Airport to accommodate A320 and A321 aircraft and their equivalents. This development aims to boost the economic and socio-cultural growth of Ca Mau Province while also ensuring national defense and security. The Vietnam Airports Corporation (ACV) is the project’s investor, contributing approximately VND 2,400 billion in investment capital, entirely from ACV’s own resources.
The project entails constructing a new 2,400-meter-long and 45-meter-wide runway, enabling the operation of A320 and A321 aircraft and their equivalents. It also includes building a 128-meter-by-15-meter taxiway connecting the runway to the apron, with 5-meter wide material shoulders and five additional taxiways on standby. The apron in the southern area will measure 182 meters by 112.5 meters and will have a 5-meter wide material shoulder, accommodating three parking positions for A320 and A321 aircraft and their equivalents.

The existing passenger terminal will be renovated and expanded to accommodate 500,000 passengers annually, with the potential to serve 1 million passengers if needed. The terminal will encompass approximately 2,668 square meters of construction area and roughly 4,200 square meters of total floor space, featuring two stories and a building height of around 9.5 meters.
Several auxiliary works will be constructed in synchronization, including a connecting road from the new apron to the passenger terminal, an external parking lot, an emergency and fire rescue station, a security fence, and a synchronized ring road.
To ensure compliance with environmental protection regulations, the Deputy Prime Minister has instructed the Ca Mau Provincial People’s Committee to allocate land in accordance with the approved land use planning and airport development plan. The committee is also responsible for monitoring ACV’s implementation of the project, ensuring adherence to legal regulations, directives from the Prime Minister, and guidance from relevant ministries and sectors. This includes overseeing ACV’s capital mobilization in alignment with the project’s progress.
The Ca Mau Provincial People’s Committee is to collaborate with the Ministry of Natural Resources and Environment, guiding ACV through the environmental impact assessment procedures as stipulated by environmental protection laws. They will also ensure that the project’s execution complies with these environmental regulations.
Furthermore, the committee will coordinate with the Ministry of Finance to guide relevant units and instruct ACV on tax incentives and related policies as per current legislation. They will also work together to promptly address any challenges that may arise during the project’s implementation.
The Ministry of Transport will cooperate with and guide ACV in reviewing and finalizing the project’s dossier during the preparation of the project’s feasibility study report. This collaboration will ensure safe flight operations and maximize the project’s role and investment efficiency. The ministry will also fulfill its role in state management of the specialized sector regarding the project’s implementation, operation, and management of Ca Mau Airport, in accordance with the law.
ACV is accountable for the legality, accuracy, and integrity of the information, data, and proposals submitted in the project dossier and subsequent reports to state authorities. They also assume responsibility for the investment efficiency, preservation, and development of state capital, as well as the financial efficiency of the project, in compliance with legal regulations.
