Toll rates for expressways range from VND 900 to VND 5,200 per vehicle-kilometer.

The Government has just issued Decree No. 130/2024/ND-CP on toll collection for expressways, which applies to vehicles traveling on expressways that are owned by the people and directly managed and operated by the State.

Conditions for Implementing Toll Collection on Expressways

The Decree clearly defines the conditions for implementing toll collection on expressways. Accordingly, the expressways subject to toll collection are those that meet the following criteria:

1. Designed and constructed according to standards and technical regulations for expressways and other relevant standards and technical regulations;

2. Completed and handed over for operation in accordance with the Law on Roads, construction laws, and other relevant legal documents;

3. Have an approved asset exploitation scheme by authorized individuals in accordance with laws on public asset management and utilization.

(Vehicles traveling on these routes will be subject to toll rates according to Level 1)

4. For expressways that were approved for investment prior to the effective date of the Law on Roads, and do not meet the requirements specified in Articles 45 and 47 of the Law on Roads, toll collection will be implemented after the completion of the construction and installation of infrastructure for toll booths, equipment for toll collection, public service facilities at rest stops, technical infrastructure, and traffic management technology, along with an approved asset exploitation scheme by authorized individuals as per regulations on public asset management and utilization.

(Vehicles traveling on these routes will be subject to toll rates according to Level 2)

Five Groups of Objects Subject to Expressway Toll

1. The objects subject to expressway tolls are divided into 05 groups as follows:

a) Group 1 includes vehicles such as cars with fewer than 12 seats, trucks with a payload of less than 2 tons, and various types of buses for public passenger transport;

b) Group 2 includes vehicles such as cars with 12 to 30 seats and trucks with a payload ranging from 2 to 4 tons;

c) Group 3 includes vehicles such as cars with 31 seats or more and trucks with a payload ranging from 4 to 10 tons;

d) Group 4 includes vehicles such as trucks with a payload ranging from 10 to 18 tons and container carriers measuring less than 40 feet;

d) Group 5 includes vehicles such as trucks with a payload of 18 tons or more and container carriers of 40 feet or more.

Toll Rates for Expressways: VND 900 to VND 5,200 per Vehicle-Kilometer

According to the Decree, expressway tolls are determined based on the actual distance traveled by vehicles (in kilometers) and the corresponding rates for different types of vehicles (in VND/km).

The toll rates for vehicles traveling on expressways under the management of the Ministry of Transport are as follows:

Based on the above-specified rates, the applicable rates for each expressway or section thereof will be determined in the asset exploitation scheme approved by the competent authority in accordance with regulations.

This Decree takes effect on October 10, 2024.
