On October 15th, the People’s Committee of Bac Ninh province issued Document No. 3914/UBND-XDCB on appraisal and approval of component projects under the Gia Binh Airport Construction Project.
The document clearly states that, according to Decision No. 98/QD-TTg dated September 17, 2024, on the investment policy for the Gia Binh Airport Construction Project, the Prime Minister assigned the Ministry of Public Security to approve the feasibility study report for the Gia Binh Airport Construction Project (excluding compensation, support, resettlement, reimbursement for technical infrastructure, and site clearance) and the People’s Committee of Bac Ninh province to approve the component project on compensation, support, resettlement, reimbursement for technical infrastructure, and site clearance.
Thus, the Prime Minister has clearly designated the Ministry of Public Security as the decision-maker for investing in the Gia Binh Airport Construction Project and the People’s Committee of Bac Ninh province as the decision-maker for investing in the component project under the Gia Binh Airport Project.
Referring to Circular No. 03/2022/TT-BXD dated September 27, 2022, of the Ministry of Construction guiding the functions, tasks, and powers of the construction specialized agencies under the People’s Committees of provinces and centrally-run cities and the People’s Committees of districts, urban districts, towns, and provincial cities.
To ensure the progress of land handover and accelerate the implementation of the Gia Binh Airport Project, the Chairman of the Provincial People’s Committee requests the Director of the Department of Construction to urgently perform the tasks assigned in Section 2 of Document No. 351/UBND-XDCB dated September 26, 2024, of the Provincial People’s Committee; appraise the component project under the Gia Binh Airport Project and submit it to the Provincial People’s Committee for approval no later than October 21, 2024.
This is an important task and a criterion for assessing the year-end performance in 2024. Therefore, the Director of the Department of Construction is requested to focus on completing this task and ensuring the progress of the project.
According to the Master Plan for the Development of the National Airport and Airfield System for the period of 2021-2030, with a vision to 2050, approved by the Prime Minister, Gia Binh Airport is listed as a potential airport.
The main task of Gia Binh Airport is to serve the Air Force Regiment of the People’s Public Security Force in performing training and combat readiness missions on equipped helicopters; backup for military aviation activities and some other civil aviation activities.
The Gia Binh Airport Project is divided into two construction phases. Phase 1 involves the construction of a specialized airport with a 1,500-meter runway, using approximately 125 hectares of land in Xuan Lai commune and Gia Binh town. Phase 2 involves extending the runway from 1,500 meters to 3,050 meters, investing in an aviation terminal, and auxiliary items, using approximately 120 hectares of land.
