On the morning of October 5, Mr. Le Van Dung, Chairman of the People’s Committee of Quang Nam province, chaired a meeting with relevant departments and localities regarding the Integrated Adaptive Development Project of Quang Nam province.

Mr. Le Van Dung shared that the province is promoting the implementation of the Integrated Adaptive Development Project of Quang Nam with the following components: dredging the Truong Giang River, constructing six bridges across the Truong Giang River, and building a flood relief system in Tam Ky city.

Additionally, several businesses are studying investment opportunities in the Dam River Urban Area project (in Tam Ky city) and the Chu Lai Airport upgrade project (in Nui Thanh district).

These projects are highly significant for the province, and their successful implementation would provide Quang Nam with excellent development opportunities. The entire region of Thang Binh, Duy Xuyen, and Tam Ky would be able to overcome flooding issues, and better connectivity would be established across the two banks of the Truong Giang River…

“The main purpose of this meeting is to discuss how to focus on land clearance. We must plan for it from the very beginning if we want to successfully execute these projects. Learning from the experience of some ODA-funded projects, which had to return the borrowed capital due to issues with land clearance, we should prioritize land clearance to facilitate smoother project implementation later on,” Mr. Dung emphasized.

According to a report by the Management Board for Traffic Work Construction Investment of Quang Nam province (the investor), the Integrated Adaptive Development Project of Quang Nam is being implemented in Tam Ky city and Duy Xuyen, Thang Binh, and Nui Thanh districts.

The project has a total investment of over VND 2,722 billion, including approximately VND 1,838 billion in ODA loans from the World Bank and about VND 884.196 billion in counterpart funds.

Truong Giang River

The project is expected to affect around 1,068 households due to land reclamation. Among them, 796 households will be impacted by the loss of more than 20% of their total cultivated land area, and approximately 159 principal houses will be permanently affected, leading to the relocation of 272 households. Out of these, 126 households will need to rebuild their houses on the remaining land, while 146 households will have to move to resettlement areas.

The investor plans to complete all necessary procedures and preparations, with the first construction expected to commence in September 2025.

Mr. Tran Nam Hung, Vice Chairman of the People’s Committee of Quang Nam province, emphasized the critical importance of compensation and land clearance for the timely execution and efficient utilization of capital in this ODA-funded project. He underscored that this is a “key project among key projects,” and the localities must treat it as a highly important task, mobilizing the entire political system for determined leadership.

Concluding the meeting, Mr. Le Van Dung commended the Management Board for Traffic Work Construction Investment of Quang Nam province and the localities for their proactive efforts in the initial stages, especially in managing the current situation.

However, he noted that this is just the beginning, and much work remains to be done, requiring strong political commitment. Mr. Dung instructed the departments, sectors, and localities to take determined action, focusing on compensation and land clearance to ensure the project’s commencement in October 2025, coinciding with the 23rd Congress of the Quang Nam Provincial Party Committee.

The Chairman of the People’s Committee of Quang Nam province highlighted the importance of minimizing the impact on the lives of the people during the implementation process. He stressed the need to avoid situations where relocation and land clearance cause difficulties for the people. Additionally, there should be communication and mobilization to gain the people’s consensus for the project, along with a focus on managing the current situation to prevent illegal construction or expansion in anticipation of compensation…

Regarding the construction of the bridges, Mr. Le Van Dung required that both technical and aesthetic aspects be ensured, emphasizing that the structures should be beautiful and aligned with urban and tourism development…
