On October 23rd, local time, within the framework of the working trip to attend the BRICS Leaders’ Meeting in 2024 in the Russian Federation, after a grand welcoming ceremony at the Kazan International Airport, Prime Minister Pham Minh Chinh met with Alexander Novak, Deputy Prime Minister of the Russian Federation.
Also present were Minister of Economic Development Maksim Reshetnikov and Minister of Industry and Trade Anton Alikhanov.
At the meeting, Prime Minister Pham Minh Chinh expressed his delight in visiting Kazan, the capital of the Republic of Tatarstan, for the first time. He extended his gratitude to the Russian Federation’s government and organizers for their warm and thoughtful reception of the high-ranking delegation of the Vietnamese government. He particularly appreciated Deputy Prime Minister Novak and the two Russian ministers for greeting the delegation at the airport and granting an audience with the Prime Minister.
The Prime Minister emphasized that the political and diplomatic relations between the two countries have been thriving, especially after the state visit of President Vladimir Putin to Vietnam in June 2024, along with numerous exchanges and interactions between their high-ranking leaders. This continues to reinforce the trustworthy political foundation for the development of cooperation in all fields.
Expressing the Vietnamese leadership, state, and government’s regard for and support of Russia’s role as the BRICS Chair, the Prime Minister stressed that Vietnam has always considered Russia one of its top priorities in foreign policy.

The Prime Minister was pleased to acknowledge the positive results in multifaceted cooperation between the two countries since President Putin’s visit. He looked forward to working with the Russian government to find solutions to enhance collaboration in the future, especially in areas where both sides have strengths and potential, on a mutually beneficial basis.
Welcoming the delegation and conveying greetings from Prime Minister Mikhail Mishustin to Prime Minister Pham Minh Chinh and the high-ranking delegation of the Vietnamese government, Deputy Prime Minister Alexander Novak affirmed that President Vladimir Putin and the Russian government highly value the Comprehensive Strategic Partnership with Vietnam and consider the country a crucial partner in the Asia-Pacific region.
He also thanked Prime Minister Pham Minh Chinh for attending the BRICS Leaders’ Meeting in Kazan and appreciated the Prime Minister’s keen interest and strong leadership in fostering the Vietnam-Russia relationship.
Both sides acknowledged the positive results achieved in bilateral cooperation, including in the field of energy and oil and gas, which have made significant contributions to the socio-economic development of each country. As many nations are transitioning to green energy usage and mitigating the adverse effects of global climate change, Prime Minister Pham Minh Chinh requested that the Russian government continue to promote new cooperation opportunities with Vietnam while effectively implementing the signed cooperation documents between the two countries in this important field.
For his part, Prime Minister Pham Minh Chinh affirmed that the Vietnamese government always welcomes and creates favorable conditions for Russian businesses, including those in the oil and gas sector, interested in expanding their operations in Vietnam.
On this occasion, Prime Minister Pham Minh Chinh respectfully invited Deputy Prime Minister Novak, the two Russian ministers, and extended an invitation to Prime Minister Mikhail Mishustin to visit Vietnam soon.
