Prime Minister Requests Localities to Issue Detailed Regulations on Land Law by October 31
Prime Minister Pham Minh Chinh has requested that all localities issue detailed regulations on the Land Law by October 31, 2024.

On October 22, 2024, Prime Minister Pham Minh Chinh issued Dispatch No. 109/CD-TTg, urging the Ministry of Natural Resources and Environment and local authorities to strengthen the direction and deployment of the Land Law.
The dispatch states, “On October 10, 2024, the Prime Minister issued Dispatch No. 105/CD-TTg, requesting the Minister of Natural Resources and Environment, the Chairpersons of the People’s Councils, and the Chairpersons of the People’s Committees of provinces and centrally-run cities to focus on issuing detailed regulations on the Land Law and its implementing decrees. The deadline for completing this task was set as October 15, 2024.”
According to a report by the Ministry of Natural Resources and Environment, all 63 provinces and cities have issued documents detailing the implementation of the Land Law within their local jurisdiction. Hai Duong and An Giang provinces have issued comprehensive regulations, while many other localities, including Da Nang, Yen Bai, Lao Cai, Vinh Phuc, Hung Yen, Ha Tinh, Dak Nong, Tay Ninh, and Tra Vinh, have also made significant progress.
However, several cities and provinces have been slow to issue the necessary documents, including Hai Phong City and the provinces of Lang Son, Khanh Hoa, Dak Lak, Ben Tre, and Soc Trang. These localities have only issued 2 to 5 out of the 20 documents required by the Law. The delay in issuing these documents has limited the effectiveness of the Law’s implementation and impacted the rights of citizens and businesses, as well as administrative procedures and the efficiency of new policies introduced by the Law.
The Prime Minister has strongly criticized the Chairpersons of the People’s Councils and the People’s Committees of Hai Phong City and the aforementioned provinces for their tardiness in issuing detailed regulations. He has requested that they conduct inspections and clarify the responsibilities of organizations and individuals involved in the delay in issuing legal documents guiding the implementation of the Land Law.
The dispatch further urges the local authorities to promptly and fully comply with the directions provided in Dispatch No. 105/CD-TTg. It emphasizes that the detailed regulations must be issued by October 31, 2024, and the results reported to the Ministry of Natural Resources and Environment for compilation and reporting to the Prime Minister. The local authorities are held accountable to the Government and the Prime Minister for any delays in issuing these documents.
The Ministry of Natural Resources and Environment is assigned to regularly monitor and urge localities to implement the Land Law and its detailed regulations. Vice Prime Minister Tran Hong Ha is tasked with directing ministries, sectors, and localities to effectively implement this dispatch.
The Government Office is responsible for monitoring and urging relevant ministries, agencies, and localities to implement this dispatch and promptly report any difficulties or problems to the Prime Minister and the Vice Prime Minister.

The Prime Minister underscored the importance of empowering lower levels of government to make decisions independently, without having to seek approval from the central authorities for every trivial issue.
