During the restricted talks, UAE President Sheikh Mohammed bin Zayed Al Nahyan warmly welcomed Prime Minister Pham Minh Chinh’s official visit to the UAE, expressing his belief that the visit would strongly promote, motivate, and usher in a new phase of cooperation between the two countries in the future. The UAE President also affirmed that Vietnam is an important partner of the UAE in Asia and that cooperation with Vietnam is one of the UAE’s main interests.
Prime Minister Pham Minh Chinh and UAE President Sheikh Mohammed bin Zayed Al Nahyan expressed their delight at the remarkable progress in bilateral relations, marked by three key strengths: enhanced political trust and mutual understanding, more substantive economic cooperation, and closer and more effective collaboration and support at multilateral forums.
Based on these solid foundations, and in response to the aspirations of the leaders and people of both nations, as well as the desire to contribute to peace, stability, cooperation, and development in the region and the world, the two sides agreed to upgrade their relationship to a Comprehensive Partnership. With this upgrade, the UAE becomes Vietnam’s first Comprehensive Partner in the Middle East, reflecting the determination and expectations of the leaders of both countries to take their bilateral cooperation to a new height, marked by stronger, more practical, and more effective collaboration.
Prime Minister Pham Minh Chinh and UAE President Sheikh Mohammed bin Zayed Al Nahyan agreed on six key priorities for cooperation, including: promptly developing action programs to immediately implement the framework of the Comprehensive Partnership; promoting cooperation in innovation, green transition, digital transformation, and circular economy; achieving breakthroughs in economic, trade, and investment cooperation; cooperating in the development of the Halal industry and opening up the market for Vietnamese Halal products; strengthening labor, cultural, tourism, sports, and people-to-people exchanges; and closely coordinating, consulting, and supporting each other on regional and global issues within multilateral forums. Prime Minister Pham Minh Chinh also requested that the UAE authorities facilitate favorable conditions for the Vietnamese community living and working in the UAE.

UAE President Sheikh Mohammed bin Zayed Al Nahyan affirmed that he would actively direct relevant UAE agencies to coordinate with Vietnam in implementing the outcomes of this visit. The President expressed his pleasure at the increasing number of Vietnamese workers in the UAE and affirmed that he would create favorable conditions for Vietnamese citizens to settle in the UAE. He also supported the establishment of a Vietnamese Cultural Center in the country. The President further affirmed that he would directly oversee the implementation of specific projects, such as supporting a youth football academy in Vietnam and constructing a financial center in Ho Chi Minh City.
Regarding the issue of the South China Sea, Prime Minister Pham Minh Chinh requested the UAE’s support for ASEAN and Vietnam’s position on maintaining peace, security, safety, and freedom of navigation and overflight in the South China Sea, as well as resolving disputes by peaceful means, based on international law, the UN Charter, and the 1982 UNCLOS.
Concluding the restricted talks, Prime Minister Pham Minh Chinh conveyed an invitation from National Assembly Chairman Luong Cuong to the UAE President to visit Vietnam. The UAE President gladly accepted the invitation and stated that he would make the visit in the near future.
