The Investigation Police Agency of the Ministry of Public Security (the Department of Investigation of Corruption, Economic, and Smuggling Crimes) has clarified violations in the process of investing and implementing the Ban Mong Reservoir Project in Nghe An Province (with the Management Board for Investment and Construction of Hydraulic Engineering No. 4 – Board 4 under the Ministry of Agriculture and Rural Development as the investor). The project suffered delays, required multiple adjustments to the total investment level, and caused significant waste of state budget.
Based on the investigation results and collected documents and evidence, on October 31, the Investigation Police Agency of the Ministry of Public Security decided to initiate a criminal case on “Violation of accounting regulations causing serious consequences” and “Violation of bidding regulations causing serious consequences” occurring at Board 4 – Ministry of Agriculture and Rural Development, Hoang Dan Investment and Construction Co., Ltd. (Hoang Dan Company), and related units. At the same time, eight suspects were prosecuted and subjected to preventive measures, including:
Nguyen Van Dan, Director of Hoang Dan Company, for the crimes of “Violation of accounting regulations causing serious consequences” and “Violation of bidding regulations causing serious consequences.”
Hoang Xuan Thinh, former Deputy Director of Board 4; Nguyen Vinh Hoang, Head of Planning and Appraisal Division of Board 4; Duong Chi Thanh, Staff of the Construction Management Division of Board 4; Vu Dinh Thinh, Deputy Director of Hoang Dan Company for the crime of “Violation of bidding regulations causing serious consequences.”
Vu Thi Kim Lien, Chief Accountant of Hoang Dan Company; Bui Cao Nguyen, Accountant of Hoang Dan Company; Nguyen Van Giap, former Director of Sao Vang Company for the crime of “Violation of accounting regulations causing serious consequences.”
After the Supreme People’s Procuracy approved, the Investigation Police Agency of the Ministry of Public Security coordinated with the Supreme People’s Procuracy to carry out the above procedural actions in accordance with legal regulations.
The Investigation Police Agency of the Ministry of Public Security is concentrating forces, expanding the investigation, and clarifying the violations of the suspects and related individuals at Hoang Dan Company, contractors, construction units, and state management agencies to propose handling in accordance with the law. At the same time, they are investigating and verifying information to thoroughly recover assets.
The Ban Mong Hydropower Project is built on the upper reaches of the Hieu River, Yen Hop commune, Quy Hop district, Nghe An province. The reservoir covers an area of 25 km2, mainly in Quy Chau district (Nghe An) and a part of Nhu Xuan district (Thanh Hoa province), with a capacity of 225 million m3 of water. The project started in 2009 but was suspended between 2011 and 2016.
Initially, the Ban Mong Hydropower Project was expected to be completed by 2015. However, from the approval in 2009 until now, there have been changes in policies, regulations, norms, and prices, as well as the amount of compensation and resettlement support for hundreds of affected households. As a result, the affected people have not yet stabilized their lives, and infrastructure such as transportation, schools, and medical stations has not been invested in due to relocation issues.

In the courtroom, the defense attorney representing defendant Nguyen Thi Loan, former chairwoman of Vimedimex, argues that there is an indication of “allowing criminals to escape punishment.” He makes the case that members of the Hanoi Land Valuation Council, who had the authority to set the starting price for auction but were not held accountable in this case, should also be investigated.
