The accused who have been prosecuted are: Pham Van Chinh (born 1969), Head of the Railway Infrastructure Management Division in Zone 3; Nguyen Minh Chuong (born 1956), former Head of the Railway Infrastructure Management Division in Zone 3; Dao Quoc Cuong (born 1961), former Deputy Head of the Railway Infrastructure Management Division in Zone 3; Bui Minh Chinh (born 1960), former Deputy Head of the Railway Infrastructure Management Division in Zone 3; and Tran Huu Chien (born 1967), Director of Saigon Railway JSC.

The investigation process identified that the aforementioned individuals, while executing the 2015, 2016, 2017, and 2018 National Railway Infrastructure Management, Maintenance, and Regular Maintenance Order Contracts between Vietnam Railways Corporation and Saigon Railway Company, had the Railway Infrastructure Management Division in Zone 3, under the Railway Infrastructure Management Board of Vietnam Railways Corporation, create fictitious final settlement profiles for maintenance funds for three branch lines (60, 61, and 62) at Di An Railway Material Station in Di An Ward, Di An City, Binh Duong Province, to appropriate over VND 1 billion.
