Regarding institutional reforms, the Minister stated that the National Assembly and the Government have been vigorously and intensely focused on this matter. During this process, the Government has also received strong support and companionship from the National Assembly.

Minister Nguyen Chi Dung provided examples, mentioning that at this session, the Government will submit to the National Assembly several draft laws with breakthrough content. For instance, in the draft amendment to the Law on Public Investment, the Government proposes to separate site clearance for Group B and C projects to facilitate advance preparation. The draft law also decentralizes and delegates authority, allowing localities to invest in projects under the responsibility of the Central Government or to use their budget to invest in projects in other localities with inter-regional characteristics.

In addition, the amended Law on Investment this time also has a strong breakthrough, which will design a “green channel” for high-tech projects or those producing high-tech products according to the list issued by the Ministry of Science and Technology.

Specifically, enterprises investing in high-tech projects will not need to apply for an investment registration certificate but only need to register their investment. The registration must be completed within 15 days for the investor.

Secondly, for construction procedures, investors of high-tech projects can self-certify and take responsibility for environmental impact assessment and fire protection reports without having to submit them for approval by higher authorities.

“Institutional reform is making significant breakthroughs, overcoming bottlenecks in law-making in the past, with a strong shift in mindset. Previously, the focus was on management, but now it is on both management and development facilitation, unleashing production and mobilizing resources,” the Minister emphasized.

In addition to institutional reforms, the Minister of Planning and Investment also shared that decentralization, delegation, and clear division of responsibilities are being promoted in the spirit of the 10th Central Committee Resolution. This means that localities will decide, localities will act, and localities will be accountable. Meanwhile, the Government and the National Assembly will play a creative role in building laws, mechanisms, and policies and strengthening inspection and supervision.

The Committee is tasked with comprehensively reviewing stagnant projects that have been “shelved” for decades, classifying them, and identifying their causes and solutions.

The Minister emphasized that removing obstacles for these projects will not only support businesses but also unlock significant capital, immediately contribute to economic growth, and create jobs for people. The Government is very determined in this regard but also acknowledges the complexity and challenges associated with projects that have been stalled for a long time, with many cases involving complex violations and a wide scope.
