The 21st meeting of the People’s Council of Ba Ria – Vung Tau province, term VII, for the 2021 – 2026 tenure, has passed a resolution approving the policy on the establishment of wards under Phu My town and the establishment of Phu My city in Ba Ria – Vung Tau province.
The resolution clearly states approval for the establishment of three wards under Phu My town, namely: Toc Tien ward on the basis of the entire natural area, population size, and six hamlets of Toc Tien commune; Tan Hoa ward on the basis of the entire natural area, population, and four villages of Tan Hoa commune; and Tan Hai ward on the basis of the entire natural area, population, and five villages of Tan Hai commune.
Thus, according to the resolution, Phu My city is established on the basis of the entire natural area (333.02 km2), population size (195,591 people), and ten administrative units directly under Phu My town (eight wards: Phu My, My Xuan, Hac Dich, Tan Phuoc, Phuoc Hoa, Toc Tien, Tan Hoa, and Tan Hai, and two communes: Song Xoai and Chau Pha). Phu My has an urbanization rate of 86.09%.
The People’s Council entrusted the People’s Committee of the province to complete the dossier and procedures to submit to the competent authorities for a decision on the establishment of wards under Phu My town and the establishment of Phu My city in accordance with the law.
Subsequently, the People’s Committee of Ba Ria – Vung Tau province issued a decision approving the Urban Development Program of Phu My town until 2030, with a vision towards 2045.
According to this program, the urban development of Phu My town until 2030, with a vision towards 2045, is planned within the entire current administrative boundary of Phu My town, consisting of ten administrative units at the commune level. Among them are five wards (Hac Dich, My Xuan, Phu My, Phuoc Hoa, and Tan Phuoc) and five communes (Chau Pha, Song Xoai, Tan Hai, Tan Hoa, and Toc Tien), covering an area of approximately 33,302 hectares.
Developing Phu My into a Port City
The program aims to concretize and align with the National Urban Classification Plan for the period of 2021 – 2030; the Master Plan of Ba Ria – Vung Tau province for the period of 2021 – 2030, with a vision towards 2050; and the General Planning of Phu My town.
Specifically, by 2025, we aim to develop Phu My town into a city and have it recognized as a type-2 urban area, striving to meet the infrastructure quality criteria of a type-1 urban area. Phu My will play a crucial role as a significant development pole in the urban system of the Southeast region.
The development of Phu My into a city is aligned with its strengths in industry and port activities, positioning it as a vital economic center for the province and the region. It will be a sustainable port-industrial city, serving as a crucial gateway for economic exchange in the key economic region of the South, Southeast Asia, and the world.
Regarding the anticipated adjustment of administrative units, the establishment of new communes and wards, and the formation of Phu My city, by 2025, Phu My town will maintain the current number of administrative units at the commune level. The wards of Toc Tien, Tan Hoa, and Tan Hai will be established under Phu My town, based on the natural area and population of the communes with the same names.
In an interview with Ba Ria – Vung Tau Newspaper, Mr. Nguyen Van Viet, Secretary of the Phu My Town Party Committee, stated: “For the past 30 years, the economic structure of Phu My has transformed positively, with a significant expansion in economic scale, shifting from a predominantly agricultural economy.
“Industry accounts for 80.43%, trade and services for 18.57%, and agriculture, forestry, and fisheries for 1%. Phu My has laid a solid foundation for industrial-port and logistics services development. Nine out of the province’s 15 industrial parks are located in Phu My town, strategically positioned along National Highway 51 and the Cai Mep – Thi Vai port cluster,” the local leader added.
Mr. Viet also mentioned that the area boasts three concentrated industrial clusters with diverse manufacturing industries. Twenty-two out of the 35 ports in the Cai Mep – Thi Vai port cluster are operating efficiently, with a capacity of 117.8 million tons per year, earning it the title of the best port cluster globally.
The development of industrial parks, port clusters, and post-port services has significantly impacted the local socio-economic landscape, creating opportunities for the robust growth of various service sectors.
“For many consecutive years, Phu My’s annual budget revenue has exceeded that of several provinces and cities nationwide. Within Ba Ria – Vung Tau province, Phu My consistently ranks among the top in terms of budget revenue and administrative reform,” shared the Secretary of the Phu My Town Party Committee.
