The Ho Chi Minh City Urban Infrastructure Project Management Board (Infrastructure Board) has reported to the People’s Committee of the City on the difficulties and obstacles in key projects with large capital sources affecting the disbursement of allocated capital for 2024.

Among them, two large-scale projects are the Canal Dredging and Environmental Improvement Project and the Construction of Infrastructure for the Xuyên Tâm Canal (from Nhiêu Lộc – Thị Nghè Canal to Vàm Thuật River) passing through Go Vap and Binh Thanh districts, and the Improvement Project for the North Bank of Kênh Đôi Canal (District 8). The Infrastructure Board proposed multiple solutions to disburse 100% of the planned capital for 2024 for these projects.

Specifically, for the Xuyên Tâm Canal Dredging and Environmental Improvement Project, with an allocated capital of VND 9,512 billion, including VND 8,993 billion for compensation, support, and resettlement in Binh Thanh district, and VND 200 billion for construction and consulting.

Currently, the project is facing land clearance issues, with 138 cases in Go Vap district. The district has handed over the site in 35 cases and is expected to complete the handover of the entire route by the end of December 2024.

In Binh Thanh district, there are 2,077 cases of affected households, individuals, and organizations. The district has issued 1,993 land recovery notices, measured 2,074/2,077 cases, and verified 924/2,077 dossiers…

To disburse VND 12,084 billion, achieving a rate of 100% of the compensation value for site clearance in Go Vap district (VND 212 billion) and Binh Thanh district (VND 11,672 billion), and VND 200 billion for consulting and other expenses, the Infrastructure Board proposed that the People’s Committees of Binh Thanh and Go Vap districts approve the compensation, support, and resettlement plan before December 15, 2024, and request the investor to transfer the advance payment before December 20, 2024.

Xuyên Tâm Canal awaits revival

Similarly, for the Dredging, Infrastructure Construction, and Environmental Improvement Project for the North Bank of Kênh Đôi Canal (District 8), the Infrastructure Board committed to disbursing VND 5,374 billion (100%) on the condition that the People’s Committee of District 8 approves the compensation, support, and resettlement plan before December 15, 2024, and requests the investor to transfer the advance payment before December 20, 2024.

This project affects 1,633 cases, including 614 cases of partial clearance and 1,019 cases of total clearance, with a resettlement demand of 443 cases.

District 8 has issued land recovery notices and is in the process of measuring, counting, and collecting legal documents for the affected cases. The project’s feasibility study report has not yet been approved.

The Infrastructure Board representative stated that the workload for these two projects is still significant, and only about two months are left for the disbursement of the advance payment. Therefore, they proposed that the City People’s Committee urge the Department of Construction to submit the results of the feasibility report appraisal for the City People’s Committee’s consideration and approval of the adjusted investment project for the two projects mentioned above.

The Infrastructure Board also proposed that the City direct Binh Thanh, Go Vap, and District 8 to implement the site clearance work according to the set milestones to disburse the allocated capital in December 2024.

If the obstacles are removed by November 30, 2024, the Infrastructure Board ensures to disburse VND 17,650 billion by January 31, 2025, achieving a rate of 99% as directed by the City People’s Committee.
