Recently, the People’s Committee of Hung Son Commune, Trang Dinh District, organized a conference to review the peak emulation campaign and the movement of “Land handover before compensation receipt” in site clearance for the Dong Dang – Tra Linh Expressway project in the area.
Trang Dinh District has recorded positive results in site clearance for the Dong Dang – Tra Linh Expressway project, with the motto of being “close to the people” and the movement of “Land handover before compensation receipt.”
The project section in Trang Dinh District has a total length of 27.13 km, using about 194.47 hectares of land and affecting 886 households in 5 communes. To ensure progress, the Trang Dinh District Party Committee directed the entire political system to get involved, with clear task assignments, practical mottos, and an intensive emulation campaign, as well as propaganda to each household.
As of the end of October, contractors had mobilized over 1,000 personnel and 350 units of machinery and equipment to work on 26 construction sites, implementing bridge, tunnel, and culvert items, with a realized value of VND397.16 billion (about 3.95% of the contract value), according to a report by the Project Enterprise.
The determined involvement of the local government and Party committees at all levels in Lang Son Province was crucial in ensuring that contractors quickly obtained land for construction deployment.
Trang Dinh District has made significant strides in site clearance for the Dong Dang – Tra Linh Expressway project, with nearly 100% of residents receiving compensation and handing over the construction site thanks to effective propaganda and mobilization.
Lang Son Province has also launched an “Intensive Emulation” movement from October 2024 to the end of the year to implement site clearance for two expressway projects: Dong Dang – Tra Linh and Huu Nghi – Chi Lang, striving to complete it by December 31, 2024.
So far, Trang Dinh and Van Lang districts have completed bidding for land measurement and are awaiting appraisal by the Department of Natural Resources and Environment before proceeding with land price bidding.
At present, Trang Dinh and Van Lang districts have completed the bidding for land measurement. The People’s Committees of the two districts are inviting the Lang Son Department of Natural Resources and Environment to appraise the land measurement dossiers. After the appraisal results are available, specific land price bidding will be carried out, expected by October 8, 2024.
To meet the site clearance schedule, Trang Dinh District has measured and counted 100% of the land area to be recovered, temporarily paid 50% of the compensation amounting to VND41.47 billion to 365 households, and successfully mobilized 882 out of 886 households to hand over the site, achieving 99.59% of the route length and basically completing the plan assigned by the province.
Mr. Hoang Anh Dung, Permanent Vice Secretary of the District Party Committee and Vice Chairman of the District Site Clearance Steering Committee, said that the Steering Committee had made specific assignments and divided tasks among propaganda groups, with each group in charge of persuading households that still had concerns. This helped to promptly answer questions about compensation prices and support policies.
As a result, the district organized 63 propaganda sessions, creating a broad consensus and helping people understand the project’s benefits.
“Being close to the people in site clearance is essential for the authorities to listen to the people’s legitimate aspirations. The working group regularly interacts with the people, providing detailed explanations, so that the households agree and support the project, thereby facilitating construction implementation,” Mr. Dung emphasized.
The Dong Dang – Tra Linh Expressway project has a total length of 121 km and a total investment of nearly VND23,000 billion, which is invested in two phases. In the first phase, the expressway will be more than 93 km long, with an investment of VND14,331 billion. Construction started on January 1, 2024, and is expected to be completed before the Lunar New Year in 2026.
The road starts at Tan Thanh border gate intersection, Van Lang District, Lang Son Province, and ends at National Highway 3, Chi Thao Commune, Quang Hoa District, Cao Bang Province. The project is invested under the Public-Private Partnership (PPP) model, with Deo Ca Group as the leading investor of the joint venture.
