The Trang Dinh District People’s Committee recently organized a conference to review the results of the high-peak emulation campaign and the movement of “Land handover before compensation receipt” in site clearance for the Dong Dang – Tra Linh Expressway project in the area.

Trang Dinh District has recorded positive results in site clearance for the Dong Dang – Tra Linh Expressway project, with the motto of being “close to the people” and the movement of “Land handover before compensation receipt.”

The project section passing through Trang Dinh District has a total length of 27.13 km, using about 194.47 ha of land and affecting 886 households in 5 communes. To ensure progress, the Trang Dinh District Party Committee directed the entire political system to get involved, with clear task assignments, practical mottos, and a high-peak emulation campaign, as well as propaganda to each household.

The leaders of the Provincial Inspection Committee and representatives of the units awarded prizes to outstanding villages in the high-peak emulation campaign and the movement of “Land handover before compensation receipt” in site clearance for the Dong Dang – Tra Linh Expressway project.

To help contractors quickly get the land for construction, it is necessary to mention the strong involvement of the local government and Party committees of Lang Son Province.

According to the Project Enterprise’s report, by the end of October, the contractors had mobilized more than 1,000 employees and 350 machines and equipment to deploy on 26 construction sites, implementing items such as bridges, tunnels, and culverts, with a realized value of VND 397.16 billion (about 3.95% of the contract value).

With effective propaganda and mobilization, nearly 100% of the people in Trang Dinh District have received compensation and handed over the site for the project construction.

Lang Son Province also launched the “High-Peak Emulation” movement from October 2024 to the end of the year to carry out site clearance for the two projects of the Dong Dang – Tra Linh Expressway and Huu Nghi – Chi Lang Expressway, striving to complete it before December 31, 2024.

So far, Trang Dinh and Van Lang districts have completed the bidding to select a unit for cadastral measurement and are waiting for an appraisal from the Department of Natural Resources and Environment to conduct a specific land auction.

At present, Trang Dinh and Van Lang districts have completed the bidding to select a unit for cadastral extraction measurement. The People’s Committees of the two districts are inviting the Lang Son Department of Natural Resources and Environment to appraise the cadastral extraction measurement dossiers. After the appraisal results are available, a specific land auction will be held, expected before October 8, 2024.

To achieve the site clearance progress, Trang Dinh District has measured and counted 100% of the area of land to be recovered, temporarily paid 50% of the compensation with a total amount of VND 41.47 billion to 365 households, and successfully mobilized 882 out of 886 households to hand over the site, reaching 99.59% of the route length, basically completing the plan assigned by the province.

Mr. Hoang Anh Dung, Permanent Vice Secretary of the District Party Committee and Vice Chairman of the District Site Clearance Steering Committee, said that the Steering Committee had assigned specific tasks and communicated with each propaganda group to approach each household with concerns, promptly answering questions about compensation prices and support policies.

As a result, the district organized 63 propaganda sessions, creating a broad consensus and helping people understand the project’s benefits.

Contractors urgently deploy machinery and manpower as soon as the site is handed over.

“Being close to the people in site clearance is an important factor in helping the authorities listen to the people’s legitimate aspirations. The working group regularly interacts and explains in detail, helping households agree and support the project, thereby creating favorable conditions for construction implementation,” Mr. Dung emphasized.

The Dong Dang – Tra Linh Expressway project has a total length of 121km and a total investment of nearly VND 23,000 billion, which is invested in two phases. In phase 1, the expressway is invested with a length of more than 93km and a capital of VND 14,331 billion. It was started on January 1, 2024, and is expected to be completed before the Lunar New Year in 2026.

The road starts at Tan Thanh border gate intersection, Van Lang district, Lang Son province, and ends at National Highway 3, Chi Thao commune, Quang Hoa district, Cao Bang province. The project is invested in the form of a public-private partnership, with Deo Ca Group as the leading investor of the joint venture.
