Vice Chairman of Ba Ria-Vung Tau People’s Committee, Nguyen Cong Vinh, has recently signed a document requesting the urgent support of the Provincial Tax Department in stamp duty procedures and payments for “three-no” fishing vessels (no registration, no inspection, and no license).

According to the document, this action is in response to Prime Minister’s Official Dispatch No. 111/CD-TTg dated November 4, 2024, on focusing urgent and important tasks and solutions to combat illegal, unreported, and unregulated (IUU) fishing and in preparation for the fifth inspection by the European Commission’s delegation. The dispatch requires localities to complete the registration, inspection, and licensing of fishing vessels, as well as the handling of “three-no” vessels, by November 20, 2024.

Based on the review and report of the Provincial Department of Agriculture and Rural Development, the Provincial Fisheries Branch has transferred 382 cases of tax declaration for stamp duty on “three-no” vessels to the tax authority.

To expedite the process and ensure the completion of handling “three-no” vessels by the deadline, the Ba Ria-Vung Tau People’s Committee proposes that the Provincial Tax Department support and direct the regional tax branches to promptly strengthen human resources to review and guide vessel owners in tax declaration for the vessels. This will facilitate the stamp duty procedures and payments before the issuance of registration certificates for the “three-no” vessels as regulated.

The deadline for completion is set for November 15, and the Provincial Tax Department is requested to update the progress of handling stamp duty procedures for “three-no” vessels and report the results to the Ba Ria-Vung Tau People’s Committee before 9:00 a.m. every Thursday for synthesis and reporting at the weekly IUU combat meeting on Saturday.

Currently, the functional authorities of Ba Ria-Vung Tau are focusing on managing the offshore and onshore fishing fleet and supporting fishermen in completing the paperwork for “three-no” vessels and vessels that do not meet the exploitation conditions due to missing documents.

According to the Provincial Department of Agriculture and Rural Development, from August 2023 to the present, the province has deleted the registration of 413 fishing vessels (vessels that were burned, sunk, or dilapidated). Ba Ria-Vung Tau province currently has 4,398 fishing vessels, of which 2,598 operate offshore (accounting for 59.1%), 604 in the coastal zone (13.7%), 1,196 in the nearshore zone (27.2%), and 1,140 “three-no” vessels.

The Fisheries Branch and localities have assigned temporary numbers to 100% of the vessels, conducted practical surveys and technical inspections of 749 vessels (mainly in Long Dien and Dat Do districts), and guided the vessel owners in tax declaration before the registration procedure for 286 vessels. As of October 18, the Fisheries Branch has issued registration certificates for 92 vessels.

In Binh Thuan, the Department of Agriculture and Rural Development has screened and listed 173 fishing vessels at high risk of violating foreign waters, directing functional forces to closely monitor and supervise them.

The installation of vessel monitoring systems (VMS) has been completed for 100% of vessels operating at 15 meters and above. Binh Thuan has 8,225 registered fishing vessels, which are updated on the national database VNFishbase.

For “three-no” vessels, the Fisheries Branch divided them into five groups and went to each locality to guide the communes and wards in the implementation process. As of now, they have completed the registration and licensing of 2,336 out of 2,468 “three-no” vessels, achieving 94.7%.

From the beginning of the year until now, the functional forces have handled and administratively fined 452 cases, with a fine of over VND 4.1 billion. Among these cases, about 53 were related to acts of fishing vessels operating without registration, inspection, or fishing licenses.
