On November 15th, the Office of the Ho Chi Minh City People’s Committee issued a document conveying the conclusions of Chairman of the City People’s Committee, Phan Van Mai, at a meeting regarding the construction of a proposal to relocate all houses on and along the city’s rivers, canals, and channels.

Accordingly, the Chairman of the City People’s Committee assigned the Department of Home Affairs to coordinate with relevant units to advise on the establishment of a Steering Committee for the construction of the proposal to relocate all houses on and along rivers, canals, and channels before November 25th.

Ho Chi Minh City will conduct a sociological survey for all houses on and along rivers, canals, and channels, totaling approximately 46,452 units.

The Steering Committee for this proposal will be chaired by Chairman of the City People’s Committee, Phan Van Mai, with Vice Chairman, Bui Xuan Cuong, as Vice-Chairman. Members include directors of the Departments of Construction, Natural Resources and Environment, Finance, Planning and Architecture, and Planning and Investment; and chairmen of the People’s Committees of related districts and counties.

At the same time, a support group for the Steering Committee will be established, headed by the Director of the Department of Construction. The Steering Committee will meet regularly twice a month, while the support group will operate continuously.

The Chairman of the City People’s Committee assigned the Director of the Department of Construction to coordinate with relevant units to urgently develop the outline, regulations, and implementation plan for the proposal and report to the Steering Committee for consideration and feedback. The proposal will then be submitted to the City Party Committee and People’s Council for consideration before March 2025.

The Director of the City Institute for Development Research is tasked with swiftly formulating a plan for a sociological survey for all houses on and along rivers, canals, and channels (approximately 46,452 houses).

This plan should identify the subjects, scope, scale, and methods of the sociological survey, as well as design templates, survey software, information gathering techniques, training plans, and required survey personnel.

The Chairman of District 8 People’s Committee is responsible for finalizing and supplementing the pilot proposal for the relocation of houses and land on and along rivers, canals, and channels, including estimated costs, total revenue, and land to be utilized for economic development after clearance.

The Director of the Department of Planning and Architecture will coordinate with relevant departments and districts to review and identify addresses and land funds for the construction of social housing areas, as well as addresses and land funds that can be exploited for economic development. Concurrently, they will research planning solutions and population allocation to ensure optimal land exploitation efficiency.

The Director of the Department of Construction is tasked with studying and proposing aesthetically pleasing designs for social housing, with reasonable construction costs and assured quality. Consultancies will be sought regarding construction plans after the clearance and relocation of houses on and along rivers, canals, and channels.

The Chairman of the City People’s Committee instructed the heads of units to focus on completing the above tasks before November 30th.
