The conference was held to realize the directions of the Prime Minister, Deputy Prime Minister – Head of the National Steering Committee on IUU, and the leaders of the Ministry of Agriculture and Rural Development on preparing contents and work plans for the fifth working session with the European Commission (EC)’s delegation.
According to the conference report, the recommendations made by the EC during the fourth inspection have been essentially addressed. This includes the completion of legal documents, with full consultation from the European Commission, to meet the requirements of combating IUU fishing and promoting sustainable development in the fisheries sector. Specifically, the Government issued Decree No. 37/2024/ND-CP amending and supplementing Decree No. 26/2019/ND-CP, and Decree No. 38/2024/ND-CP replacing Decree 42/2019/ND-CP on administrative sanctions in the fisheries sector. The Ministry of Agriculture and Rural Development also issued Circular No. 06/2024/TT-BNNPTNT amending and supplementing several articles of Circular No. 23/2018/TT-BNNPTNT to decisively handle “three no” fishing vessels. Notably, on June 12, 2024, the Council of Judges of the Supreme People’s Court issued Resolution No. 04/2024/NQ-HĐTP guiding the application of several provisions of the Penal Code to handle acts related to sending fishing vessels and fishermen to fish illegally in foreign waters.
Additionally, the Government and the Prime Minister approved planning, strategies, programs, projects, and plans for implementation until 2030, with a vision towards 2050, to combat IUU fishing, lift the “yellow card” warning from the EC, and promote sustainable development in the fisheries sector.
Concluding the conference, Mr. Nguyen Quang Hung, Director of the Fisheries Control Department and Vice Head of the National Steering Committee on IUU of the Ministry of Agriculture and Rural Development, emphasized the need for localities to urgently review and decisively handle violations, ensuring specific results and data to prepare for the working session with the EC delegation. At the same time, units and functional agencies should continue to focus on high-point checkpoints at river and sea entrances and patrol, inspect, and control fishing vessels at fishing ports and coastal areas to handle violations, especially those related to VMS non-compliance and failure to meet fishing requirements.
This is a crucial moment for Vietnam to lift the “yellow card” warning in 2024. Therefore, relevant sectors and levels, from central to local authorities, must recognize the importance of this task, unite in action, and demonstrate the highest determination to lift the “yellow card” warning.
