On November 16, a working group led by Deputy Minister of Transport Nguyen Danh Huy inspected the Hoa Lien – Tuy Loan Expressway project site in Da Nang.
At the site, representatives of the construction units reported that they had arranged about 30 construction sites. However, there are still obstacles to the ground, with some locals hindering the construction, and recent heavy rains have caused difficulties.
However, Mr. Phan Van Ton, Chairman of Hoa Vang District People’s Committee, Da Nang City, said that currently, the site clearance work has achieved 11.27 km/11.47 km, and the ground clearance is basically completed, with only 2 cases left to be forcibly removed.
“I have to be straightforward and say that you are not mobilizing machinery for construction. The story about ground clearance is almost complete. From this meeting onwards, I propose to end the discussion about the ground clearance, as there are only 2 cases left to be resolved. When you are ready to construct, we will enforce it, but it is not reasonable for you to keep mentioning obstacles regarding the ground…” Mr. Ton expressed.
According to the Chairman of Hoa Vang District People’s Committee, there were times when the construction unit only brought one machine, scooped a little, and then stopped. It is impossible for the authorities to continue mobilizing forces to support the construction day after day with such an approach.
After the inspection, Deputy Minister of Transport Nguyen Danh Huy expressed his disappointment as the three construction units, namely Truong Son Construction Corporation, Transport Engineering Construction Corporation No. 5, and Construction and Trading Service Company No. 17, did not adequately mobilize machinery and equipment for the project. The construction site was not synchronized, messy, and it seemed like the machinery was just there for a “show.”
“The construction signage along the road is very impressive, but the site is deserted. The local authorities have handed over the ground, but the construction unit has only deployed a small number of machines. This approach is not acceptable. I request that the investor develops a construction schedule and, if necessary, takes measures for contract violations. We cannot allow this situation to continue,” said Mr. Huy.
At the same time, the Deputy Minister requested Hoa Vang District to support the construction at the sites where the ground has been handed over and to forcefully resolve the remaining two households to complete the ground clearance by the end of November.
In addition, the Ho Chi Minh Road Project Management Board should develop a detailed construction schedule, add five construction sites, and send it to Hoa Vang District for support during the implementation process for sites where the ground has been handed over but construction has not started yet.
“I also request that the investor and consulting supervision unit tightly control the quality and costs to prevent waste and loss,” said the Deputy Minister of Transport.
