High-Speed Construction Like a “Performance”
Recently, Deputy Minister of Transport Nguyen Danh Huy led a field inspection of the Hoa Lien – Tuy Loan Expressway project (in Da Nang) with a total investment of VND 2,100 billion.
At the inspection, the representative of the construction unit reported that about 30 construction sites have been deployed, but the project still faces difficulties due to site clearance obstacles at some points, opposition from residents, and the impact of recent heavy rains.

However, Mr. Phan Van Ton, Chairman of Hoa Vang District People’s Committee, Da Nang City, affirmed that the site clearance work has completed 11.27/11.47 km, with only 2 cases left to be forcibly cleared.
Mr. Ton said that there were times when the construction unit only brought one piece of equipment to the site, did a perfunctory job, and then stopped, causing difficulties for the authorities in mobilizing forces to support.
After inspecting the site, Deputy Minister Nguyen Danh Huy expressed dissatisfaction with the construction status of the project. He stated that the three construction units did not meet the requirements in terms of machinery and equipment. The construction site lacked synchronization and was messy, like a “machine performance.”

While there are grand construction signs along the road, the site itself is deserted. The local authorities have handed over the site, but the construction unit has only brought a few rudimentary pieces of equipment. This approach is unacceptable, and the investor is required to establish a specific schedule, and if necessary, take action for contract violations to prevent a recurrence of this situation, commented the Deputy Minister of Transport.
Construction Status of the VND 2,100 Billion Expressway
The Hoa Lien – Tuy Loan Expressway project, located in Da Nang City, is currently facing several challenges, including site clearance issues and unfavorable weather conditions, which have significantly impacted construction progress and traffic.
The route is designed according to the 80-grade expressway standard, with a design speed of 80 km/h. Once completed, the road will have six lanes, a road width of 29m, four lanes during the phased period, a road width of 22m, and bridge dimensions suitable for the road width.

The project, which started in 2021 and is expected to be completed by 2025, is funded by the State budget. Specifically, the allocated budget includes VND 4.6 billion in 2022, VND 845 billion in 2023, VND 845 billion in 2024, and VND 418.385 billion in 2025. Upon completion, the Hoa Lien – Tuy Loan route will connect the La Son – Tuy Loan Expressway with the Da Nang – Quang Ngai Expressway, creating a comprehensive transportation network in the region.
However, delays in site clearance have resulted in a “leapfrog” construction style, with small sections being built while awaiting land handover. On November 15, the authorities of Hoa Vang district had to forcibly clear some households to hand over the site to the project.
The project’s unique feature of simultaneous operation and construction has further challenged ensuring traffic safety. Traveling on National Highway 1A, which overlaps with the construction area, has become a “nightmare” for drivers and residents.

On sunny days, when vehicles pass by, thick dust covers the entire area, reducing visibility for drivers and causing severe pollution in nearby residential areas. The dust blows directly into people’s homes, significantly impacting their lives.
In contrast, on rainy days, those traveling on the expressway have to deal with muddy and slippery roads, causing slow vehicle movement and prolonged traffic jams. These challenges make traveling on the Hoa Lien – Tuy Loan route a “horrifying” experience.
Traffic congestion frequently occurs at the intersections of the Hoa Lien – Tuy Loan Expressway with Hoang Van Thai and Nguyen Tat Thanh roads, especially during rainy days.
Vehicles line up for kilometers, frustrating many drivers. The road through Da Nang is just over 10 km long, but during heavy rains, it takes drivers up to 40 minutes to get through, wasting time and energy.

They emphasized the urgency of establishing a unique pricing mechanism for sand extraction from mines to facilitate streamlined payment processes and fund disbursements.
