Accordingly, the adjusted scope covers a portion of the urban area west of the Bien Hoa – Vung Tau expressway. The population scale of the entire western urban area has been adjusted from 420,000 people to 434,000, with the C4 sub-area increasing from 126,000 to 140,000.

Adjust the land use targets as follows: urban residential land from 45-55m2/person; urban public service land 04-05m2/person; urban park and green space 08-10m2/person; and urban transport land 17-20m2/person.

The purpose of this local planning adjustment is to address shortcomings in the dossier of the overall adjustment of the Bien Hoa master plan approved in 2014, which did not fully update the detailed planning contents of 1/500 projects being implemented within the C4 sub-area (for which land use right certificates have been granted). At the same time, adjustments and supplements are made to the planning to align with the new development orientation of Bien Hoa city. The adjusted contents include:

– Delineating the 90ha area where compensation and site clearance have not been completed, and excluding it from the boundary for project implementation according to the direction of Deputy Prime Minister Truong Hoa Binh on March 4, 2019.

– Adjusting the riverbank green space, lake park, and supplementing concentrated green space and parks in urban areas.

– Adjusting the distribution of the public-commercial service center system by updating public works in accordance with the detailed planning of 1/500 and supplementing public works suitable for the new development orientation.

– Updating the status of existing religious and belief establishments within the urban area.

As a result of the updated planning, the area of some land plots has also changed. Specifically, the planned urban land area increased by approximately 166.8 hectares, while the riverbank green space area decreased by 251.3 hectares; park and green space – open space increased by 35.6 hectares; stream and water surface area decreased by 6.8 hectares; urban public-commercial service center land increased by 1.5 hectares; tourism land decreased by 4.1 hectares; religious land increased by 2.6 hectares; and urban transport and technical infrastructure land increased by 55.7 hectares.

For implementation, the Provincial People’s Committee directs the People’s Committee of Bien Hoa city to update and reflect the contents of the local planning adjustments in the dossier of the project on the overall adjustment of the master plan of Bien Hoa city to 2035, with a vision to 2050. At the same time, the adjusted planning shall be publicly announced in accordance with regulations.

It is known that C4 ward, Bien Hoa city, is home to many key projects of major real estate developers, including four projects in the Aqua City urban area: Long Hung residential area (227ha) and Cu Lao Phuoc Hung commercial service urban area (286ha) by the Dong Nai General Agricultural Service Cooperative Union (DonaCoop); Dong Nai Waterfront urban area (170ha) by Nam Long Investment Joint Stock Company (HOSE: NLG); and Aqua City urban area (305ha) by No Va Real Estate Investment Corporation (Novaland, HOSE: NVL).

With this adjustment decision by the People’s Committee of Dong Nai province, NVL considers it an important legal step to remove obstacles for many projects of many enterprises, paving the way for the completion of the planning adjustment of sub-area C4 and the detailed planning of 1/500 of the Aqua City project, expected to be completed by early 2025.

Currently, NVL announced that banks have disbursed credit packages of up to VND 3,250 billion for the construction of subdivisions within Aqua City. At the same time, some financial institutions committed to providing additional loan packages with a total value of over VND 10,000 billion for NVL to continue developing infrastructure, construction, and handover of houses to customers in 2025-2026.
