Specifically, Deputy Prime Minister Tran Hong Ha has approved in principle the investment project for the construction and business of Cam Lien Industrial Park infrastructure with a total area of approximately 450ha, in Cam Thuy, Thanh Thuy, and Ngu Thuy Bac communes, Le Thuy district.

Capella Quang Binh Investment Co., Ltd., a member of Capella Land Joint Stock Company, was approved as the project investor. Capella Quang Binh was established in March 2021 and mainly operates in the real estate business field.

Regarding the project investment capital, the Deputy Prime Minister requested that the People’s Committee of Quang Binh province direct the Management Board of Quang Binh Economic Zone to guide the investor in determining the total investment capital of the project suitable to the scale and the plan for handling public assets within the project’s scope.

The Deputy Prime Minister requested that the Ministry of Planning and Investment be responsible for the contents assigned to appraise the investment policy and perform the state management of industrial parks in accordance with the Law on Investment and relevant legal documents.

The Ministries and branches concerned shall be responsible for the contents of the appraisal of the project investment policy within the function and task scope prescribed in the Law on Investment and relevant laws.

The Ministry of Agriculture and Rural Development shall take full responsibility for the contents of the appraisal, the completeness, accuracy, and legality of the dossier, documents, data, and contents submitted to the Prime Minister for consideration and decision on the policy of converting forest land use purpose to implement the project.

At the end of 2021, Capella Quang Binh also proposed to implement the project for construction and business of Cam Lien Industrial Park infrastructure with a total investment of VND 1,840 billion. Of which, the capital contribution of the investor is VND 300 billion. The project progress is expected to be completed by 2028, with a duration of 50 years from the date of investment registration.

According to the approved planning of Quang Binh province, by 2030, the province will have 10 industrial parks with a total area of about 2,285ha.
